SALARY RANGE: $83,878.85 - $125,818.85/year

* Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for range.

40 Hours per week. Schedule varies.

NATURE OF WORK:

Under the direction of the Library Executive Director, the Library Facilities Manager oversees the Library Maintenance Team, coordinating with the City of Evanston's Facilities and Fleet Management (FFM) and external contractors. The role is focused on ensuring library facilities' efficient, safe, and cost-effective operation and supporting their programs and services while adhering to best maintenance practices, construction standards, and compliance with relevant codes, ordinances, and regulations.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):

* Team Leadership: Supervise, mentor, and train the Library Maintenance team, including participation in recruitment, performance evaluation, training, and disciplinary processes.* Project Management: Serve as the project manager for library construction and maintenance projects, overseeing work done by contractors and City staff, ensuring compliance with project specifications.* Budget Management: Develop, propose, and manage operational and capital budgets for library facilities, making necessary adjustments to ensure projects remain within budget.* Coordination: Work with the City's Bureau of Capital Planning and Engineering (CPE) and FFM to coordinate capital improvement projects.* Maintenance Oversight: Manage, track, and report on preventive maintenance procedures, repairs, and replacements for library facilities, covering various trades such as carpentry, masonry, electrical, HVAC, and plumbing.* Software Management: Support and manage the implementation of the Computerized Maintenance Management Software (CMMS) for library facilities.* Vendor Management: Handle procurement and monitor vendor performance on managed projects.* Emergency Response: Address facility-related emergencies during non-work hours as needed.* Safety and Training: Collaborate with the Safety Manager to conduct safety training and emergency preparedness drills for library staff and ensure building safety.

MINIMUM REQUIREMENTS OF WORK:

* Education: High school diploma or GED with 10 years of experience, or a Bachelor's degree with 3 years of experience.* Experience:* Three (3) or more years of progressively responsible experience in project and facility management or construction, with journeyman qualifications in trades such as electrical, plumbing, masonry, carpentry, or HVAC.* Three (3) or more years of supervisory experience in managing projects and staff.

* Licenses: Valid driver's license with a safe driving record.* Scheduling: Ability to work a flexible and on-call schedule, including evenings, weekends, and holidays.

Communication and Social Skills:

* Ability to handle a wide variety of activities and confidential matters with discretion.* Ability to fairly and consistently apply the library's policies.* Excellent communication and social skills, with the ability to engage effectively with patrons, Library Board, staff, and community members.* Ability to develop and maintain strong working relationships with colleagues and the community.

Emergency, Safety and Maintenance Skills:

* Ability to develop, write, and implement a comprehensive Master Facilities Plan.* Ability to create and present annual reports on facility performance and improvements.* Knowledge in the use of the following equipment: Pipe thawing equipment, rodding equipment, hydraulic pipe bender, saws, router, HVAC testing equipment, FREON, boiler chemicals, paints, solvents, drain cleaners, brominating tablets, degreasers, insect repellants and pesticides, cleaning solvents, computer, maps, blueprints, wiring diagrams, pressure gauges, valves, tape measure, and work order systems.

Technology Proficiency:

* Ability to use extensive workplace technology, including word processing, spreadsheet, and database applications. Proficiency with software such as Microsoft Office (Word, Excel, Outlook, PowerPoint), Google Suite, Adobe Acrobat Professional, internet, intranet, hands-free communication devices (Vocera), CCTV surveillance software, and mobile smartphones.* Ability to recommend and use a variety of software systems to manage, track, and report on preventive maintenance procedures, repairs, and replacements for library facilities.

Leadership and Team Building:

* Demonstrated ability to lead people, build teams, and collaborate effectively with staff at all levels.* Ability to anticipate and creatively solve problems with a flexible mindset, using sound judgment in a customer-driven manner.* Strong supervisory, project management, and public relations skills.

Data-Driven Decision Making:

* Ability to collect and utilize data to drive decision-making.* Ability to work independently while managing multiple initiatives and meeting deadlines.* Skilled in drafting Requests for Proposals (RFPs) and selecting the most suitable vendor based on thorough analysis of provided data.

Other Job Functions:

* Provides support to the Safety team as needed.* May serve on library committees and task forces.* Serves as the Person In Charge (PIC) as needed.* Performs other related duties as assigned.

PHYSICAL REQUIREMENTS OF WORK:

The worker is subject to both inside and outside environmental conditions. Ability to work outside in ambient environmental conditions.

Medium to Heavy Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Walking or standing to a significant degree is normally required.

Ability to perform manual labor including bending, stooping, climbing (stairs, scaffolding, ramps and poles), kneeling, crouching, reaching, handling and feeling.

The Safety Manager works onsite between the two Library locations.

SUPERVISION:

Under the general direction of the Executive Director or designee, the Library Facilities Manager performs work with a significant degree of independence and is responsible for managing daily and preventive maintenance, capital construction projects, and repairs. This is an onsite position that serves two library locations, requiring regular presence at both sites to ensure the effective management of safety, community care, and development initiatives. The employee works closely with City officials and Library staff at all levels of the organization. Performance is evaluated annually.

PUBLIC CONTACT:

The employee has significant contact with other department employees, supervisors, contractors, consultants, outside vendors and dealers to resolve problems and improve construction and maintenance methods.
