Department Information

The Office of Economic Development and International Trade (OEDIT) fosters a positive business climate, encourages quality economic development through the support of local and regional economic development activities across the state. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.

The mission of the Creative Industries Division (CCI) of the Colorado Office of Economic Development and International Trade is to promote, support and expand the creative industries to drive Colorado's economy, grow jobs and enhance our quality of life. CCI offers seventeen unique programs to individuals, organizations and businesses working throughout Colorado's diverse regions within the creative industries. CCI collaborates with special districts, philanthropic organizations, arts leaders, local governments, other state agencies and the federal government to leverage resources and networks within the creative sector to better impact and support Colorado's creative workforce, economy and overall ecosystem.

Description of Job

POSITION:

The following provides a high-level job definition. It is not intended to provide a comprehensive or exclusive list of job duties. As such, job duties and/or responsibilities within the context of this job requisition may change at the discretion of the employee's direct supervisor.

The Creative Industries Division Grants & Accessibility Manager will be responsible for strategic management of grant systems, impact measurement, and data analysis functions to ensure accessibility of Creative Industries' grant programs.

KEY DUTIES AND RESPONSIBILITIES:

I. Grants Management

* Manage process flow for all grant programs

* Support program managers grant database development of grant applications, eligibility screenings, financial reviews, panel review, scoring, award notification, grant tracking and reporting

* Coordinate with OEDIT's Salesforce team as the primary liaison for all technical support and troubleshooting from external customers and to update existing application forms and reports, as well as create new funding opportunity applications.

* Maintain and update database of applicant files, profiles and funding history

* Create and maintain online training guides, materials and resources for grantees and panelists

* Recruit and train qualified reviewers, reflecting diverse expertise and program knowledge

* Prepare grant reports to present to the CCI council for approval

* Process grant payments and provide vendor support

* In collaboration with program manager teams, streamline grantmaking workflow processes, applications/forms, templates, guidelines reports, and data for enhanced efficiency.

II. Impact Measuring and Data Analysis

* Develop reports, dashboards, and processes to continuously monitor data.

* Collaborate with program staff to synthesize and visualize data for reporting purposes, and to inform decision-making for internal and external use cases.

II. Accessibility

* Serve as CCI's 504 Accessibility Coordinator

* Co-manage accessibility programs with CCI Program Manager

* Advance CCI's equity, diversity and inclusion through learning opportunities, participation in internal and external working groups, and other activities and strategies aligned with goals to provide equitable funding statewide

* Support compliance of all grant materials with digital accessibility requirements

* Support grantees to ensure they are in compliance with accessibility requirements

COMPETENCIES:

This position requires a candidate who has great customer service skills, and an ability to work independently on solo projects and also collaboratively as a team member. Candidates should have exceptional organizational skills and strong attention to detail; ability to multitask; problem solving acumen; and demonstrate confidence, diplomacy, and flexibility.; active listening; creative and critical thinking; Ability to build collaborative relationships within OEDIT, CCI and external creative industries community. Ability to prioritize and meet deadlines while multitasking is essential.

Education and Experience Requirements:

* Bachelor's degree or equivalent experience.

* Related occupational experience will substitute for the degree requirement on a year-for-year basis

* Grantmaking/Grants management experience

* Project management and database management

* Experience with Excel, Google Sheets, and Microsoft Office Suite

* High-level proficiency in Grants Management Systems - experience with Salesforce a plus

Preferred Qualifications:

* Experience and/or knowledge of arts, culture, creative industries and/or nonprofit sector

* Knowledge of Salesforce, Salesforce Marketing Cloud, and Drupal web platform or similar platforms

* Data collection and management experience

* Experience applying an equity and inclusion lens to grant processes

* Track record of enhancing technologies and streamlining processes

* Knowledge of basic accounting principles

Conditions of Employment

Supplemental Information

Salary Range:$55,000 - $65,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
