The Director for Publishing and Outreach leads and directs a variety of publishing services and operations for the TRB Technical Activities Division (TAD), which may include production editing, design, composition, fulfillment, production, printing and billing of a major press or publication of the organization. Determines the optimum electronic, print, and other media vehicles to expand the reach of the work. Develops and implements policies and procedures, manages and oversees staff, and develops new business models. Maintains internal and external relations. Establishes and manages relationships with multiple key strategic vendors and partners. Establishes and controls budgets. Oversees outreach activities for TAD's several thousand volunteers, paper authors, reviewers, and conference attendees.

Responsible for establishing budgets, staffing plans, and resource allocation, and is fully accountable for the performance and results of assigned areas. Ensures function successfully integrates work output and services with other internal departments. Consistently exercises substantial discretion and independent judgment and has authority to formulate, affect, interpret, or implement policies or practices, consistent with TAD policies. Decisions have long-term implications and affect continuing departmental operations. Develops plans and solutions with full understanding of cross-organizational impact and needs. Subordinates are managers and/or have higher job classifications requiring greater education and experience to master.

The Technical Activities Division provides a forum for transportation professionals to identify, facilitate, and share research and information related to transportation. The Division carries out activities on behalf of TRB sponsors and the transportation community through a network of nearly 200 standing committees comprising more than 5,000 volunteers. Job Description:

ESSENTIAL JOB DUTIES:1. For Technical Activities Division publications, oversees the production editing, design and composition, production, fulfillment, and manufacture of all books and other publishing products produced to agreed-upon quality standards and within financial parameters.2. For major publications such as the Transportation Research Record (TRR), oversees the editorial operations of submission, review, transmittal to the production vendor, media outreach, recruiting of content, and editorial systems administration to agreed-upon quality standards and within financial parameters.3. Oversees development of virtual meeting techniques and outreach activities directed at TAD's 5,000 committee members, committee friends, paper authors and reviewers, users of TAD publications, and attendees to TAD conferences. Coordinates closely with the Deputy Director for Program Content to align outreach activities with program needs, with the Director of TAD's Meetings Department to coordinate outreach and marketing with meeting logistics, and with the Director for Operations to coordinate outreach and technology expertise.4. Oversees coordination with TAD's Meetings Department for specialty conference outreach materials such as website, advertisements, printed programs, etc.5. Ensures the effective allocation of resources and the successful output of every department overseen.6. Provides leadership and mentors employees. Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles. Forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational policies. Initiates personnel actions, including performance reviews and disciplinary actions.7. Is responsible for identification and oversight of TRR editor-in-chief or equivalent roles.8. Establishes and monitors budgets for each of these departments to ensure the efficient and effective use of resources. Provides monthly cost projections and forecasts spending. Defines and negotiates service level agreements. Reviews and approves expenses.9. Develops and establishes overall strategies, standards, policies, and procedures for responsible departments. Reviews and approves changes to processes and procedures.10. Prepares business analyses of vendor and in-house services and implements strategies that best fit mission and budget.11. Establishes and manages relationships with multiple key external vendors and partners focusing on meeting the needs of the organization, tracks metrics and vendor performance, and negotiates discounts on services and products. Develops a consistent and clear process to engage with vendors, and to identify and partner with key strategic vendors to make better-informed decisions.12. Develops and sustains ongoing working relationships and collaborates effectively with colleagues across the organization and with constituents outside of the organization (e.g., volunteers and sponsors) to share ideas and expertise in areas requiring interdisciplinary and multidisciplinary approaches. Recommends and develops ways to further strengthen collaboration at the Academies. Fosters an environment that emphasizes and values sharing of knowledge across program and administrative organizational groups as well as broad participation in building consensus.13. Maintains an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only, following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance. Ensures procedures are in place to maintain and protect confidentiality and to prevent disclosure. Trains and updates staff/team members on these issues periodically.14. Provides support, directly or through other Publishing staff, for the 200-member TRR Editorial Board, the TAD Publications Board, and other expert advisory groups that may be established to guide publishing activities.15. Is responsible for ensuring that TAD publishing procedures adhere to appropriate ethical standards in publishing.16. Keeps abreast of developments in the publishing industry in order to plan for expected changes, implement best practices in TAD, and develop staff skills accordingly.

Knowledge of all aspects of book and communication, or journal product production. Strong management skills. Ability to negotiate and oversee the management of contracts with outside vendors. Project management skills to ensure efficient scheduling workflow and product delivery. Demonstrated ability to collaborate effectively across the organization and with constituents outside of the organization. Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately. Familiarity with database programs, their benefits and limitations and Microsoft Excel. Ability to solve problems of substantial variety and complexity. Ability to undertake tasks broad in nature, requiring ingenuity, and originality. Ability to serve as a resource to others in the resolution of complex problems and issues. Ability to operate independently, and exercise significant latitude for independent judgement, discretion, and action, knowing when to elevate issues to the TAD Director. Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.Minimum Education/Training Requirements:

Bachelor's degree in a related field or equivalent knowledge.Minimum Experience:

Eight years of related professional experience, five of which were in a supervisory capacity.Physical Capabilities:

Reports to Technical Activities Division Director. Independently establishes goals and objectives. Has direct and indirect supervisory responsibility for all assigned departments/staff.Compensation Range:

The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $101,130 - $158,015. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.Work Environment:
