The Howard County GTV Producer/Director (Administrative Analyst I) position is responsible for performing advanced television production work in support of Howard County’s GTV Access Channel.

Position is primary contact person responsible for producing GTV content and providing technical administrative assistance. An employee in this classification is permitted the flexibility to exercise independent judgment in providing specialized technical functions for the GTV Channel.

The work requires creativity and evaluative thinking. Contact with county and community officials is a regular and important function of this job.

The Producer/Director is responsible for developing and implementing short form and long form formatted content for GTV. Employee develops and creates original programming and works with internal and external clients in developing content for airing on Howard County Government’s GTV Access Channel, which may air on digital platforms (Ex: Internet, Social Media, or Streaming App). Employee assumes leadership and provides creativity in the planning, writing, and direction of projects. Employee has demonstrated proficiency in video production techniques required for script to screen production in an all-digital environment. Employee must demonstrate advanced skills in scriptwriting. The work is performed under the general supervision of the Cable Administrator.

CLASS DESCRIPTION:

Performs professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior.

Work includes carrying out administrative and technical tasks related to administrative support, public information, and purchasing. Include the following, but other related duties may be assigned.

Direct and produce television programming for Howard County Government’s GTV.Act as the station representative on government and community projects as assigned.Perform production work which may require traveling to off-site locations to videotape during off hours that includes evenings and/or weekends.Maintain database of television segments public service announcements and talent release forms.Supervise and direct field crews in the development and implementation of original productions for Howard County Government’s GTV.Manage logistics of production including script breakdown and scheduling, production planning, B-roll planning, and direction of talent, arranging for crew, equipment, travel, scheduling and performing editing sessions.Produce television programs and public service announcements for Howard County's GTV Access Channel.Act as liaison to internal and external clients providing leadership and creativity in developing innovative solutions to complex communications by analyzing situations accurately and taking effective action in the development of content.Perform Interagency and inter-jurisdictional research and information sharing may be required.Coordinate internship/mentorship programs for Howard Community College students, County high school students and Howard County residents from four-year schools when opportunities arise. May perform lead/supervisory duties as recommended for recruiting and evaluating student interns.Supervise and train staff as assigned and serve as lead on various video productions.Performs all duties while considering the impact of any actions on the County’s sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.Bachelor's Degree and one (1) year related experience, or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

Bachelor’s degree in television production or related Communications field preferred.A minimum of five year experience working as a producer/director in a recognized video facility.Considerable knowledge of television production theory and application is a must.Must have hands-on experience with the production techniques in the creation of both standard and high-definition digital environment.Employee must have experience working with a variety of clientele and with scriptwriting, program development, talent direction and blocking, script breakdown, and scheduling for both studio and field production.PHYSICAL DEMANDS AND WORK ENVIRONMENT:

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:

Demonstrated ability to produce and direct content in multiple formats including documentaries, talk shows, public affairs programs, instructional videos, and other projects as assigned.Advanced level knowledge of nonlinear editing techniques.Knowledge of Adobe Creative Suite, especially video-editing and sound editing programs such as Adobe Premiere Pro, non-linear editing software, or related graphic design software.Knowledge of PC based software for word processing and graphics.Ability to work with a high degree of independence and solve problems quickly and efficiently in a fast-paced environment.Ability to set up and operate video equipment for remote productions.Ability to create interesting, informative high quality television programming.Ability to use initiative for problem solving and working independently.Ability to communicate effectively, both verbally and in writing.Ability to maintain strict confidentiality.Ability to work well independently with accountability to task completion and function as part of a team.Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applicationsProfessional demeanor, integrity, tact, and good judgment with the ability to handle sensitive matters.Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.Ability to write routine reports and correspondence.
