Job Summary:

Under the general supervision of a Captain, a Lieutenant oversees the supervision of Sergeants and all subordinates assigned under their command.

This position has the authority to approve actions and/or resolve administrative issues and functions as a mid- level manager in a defined area of responsibility. Responsible for analyzing data and preparing detailed reports of all operations of the Office of Inspector General. Reviews and approves reports of subordinates for accuracy and compliance, delegates tasks and responsibilities as needed, promotes a transparent working environment and ensures that all areas of operations are functioning properly and efficiently. Maintains fiscal responsibility for their designated area, assists with hiring needs, and may also assist in the development and communication of departmental operating procedures. Acts as a liaison for their subordinates by relaying orders, directives and messages given by Senior Command Staff; ensures compliance within their area of responsibility and utilizes continuous improvement initiatives. Acts as a representative of the agency by attending various community meetings, committees, and business meetings to promote existing and new programs within the department.

In-State and Out-of-State travel required. A background check is required.

Job Duties:

Directs subordinates ensuring safety of all operational personnel and the general public, promotes enforcement of state and federal laws, rules and regulations. Plans, organizes and coordinates all activities within the area of responsibility to ensure all goals and objectives are being met. Examine all operations and programs assessing effectiveness.

Manage, coordinate and oversee, through subordinate supervisors, supervision and instruction of subordinate personnel relative to activities of criminal and administrative investigations. Direct and coordinate statewide investigative programs objectives, plans, standards, and procedures within the framework of relevant legislations, policies, and regulations.

Provides direction and oversight of various statewide programs including undercover identities, confidential funds, use of force committee, technical equipment, procurement and the Unlicensed Dealer Task Force, and other investigative initiatives. Participates on boards, committees, and task forces. Presents information to diverse audiences through written and oral communication.

Manage, coordinate and oversee, through subordinate supervisors; OIG Investigations overall equipment programs and financial plans to include tracking investigations performance/vulnerability trends and financial plans including the annual budget submission. Assist the ECD Director, which shall be maintained by the OIG Professional Standards Unit.

Works with other law enforcement agencies in planning and coordinating multi-agency criminal or administrative investigations or other multi-agency special events and activities. Participates in community activities and makes verbal presentations to diverse audiences. Ensures all investigations are conducted with strict confidentiality, when applicable and in accordance with federal and state law.

Interprets Arizona Revised Statutes, ADOT and ECD Policies, Procedures and Federal Regulations. Interpret and enforce all state and federal laws, rules and regulations, policies and procedures to include Arizona Revised Statutes (ARS) Title 13 (Criminal Law), Title 28 (Transportation Law), Arizona Administrative Code Title 17 (Transportation), ECD and ADOT Policies and Procedures.

Maintains AZPOST training requirements to include an AZPOST firearms certification. Maintains firearms qualification. If required to travel, must operate state vehicle.

Selective Preference(s):

* Min 5 yrs experience in OIG and as a supervisor in a law enforcement or regulatory program.* Extensive background/knowledge in criminal and admin investigation procedures and compliance with current case law.* Bachelor's degree in police/public administration, criminal justice or related field.* 5 yrs experience as a law enforcement manager or graduate of Northwestern University, or IACP/AZ POST Leadership Academy may substitute for the degree.

Pre-Employment Requirements:

Arizona Peace Officer Standards and Training (AZPOST) Full Authority certification. Weapons certified in accordance with AZ

P.O.S.T. standards, CVSA Certified, Valid Driver License.
