This position is for DISA White House Communications Agency at Bolling AFB, Washington D.C. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Duties

Responsible for providing support of the Non-secure and Secure Voice and Video systems interfacing with multiple other phone and video systems providing voice and video capability for the White House.

Establishes guidelines and performance expectations for subordinate employees, which are clearly communicated through the formal employee performance management system.

Directs the activities of personnel working in secure and non-secure voice and video, performs tasks related to the planning, development, implementation, and coordination of sensitive traffic for WHCA.

Responsible for the development and integration of acquisition and transition initiatives for the voice, video, message, switching, transmission, timing and synchronization, circuit activation and network monitoring management subsystems.

Responsible for the planning and implementation of DoD programs as directed by the White House Military Office (WHMO).

Works on the security of telecommunications systems to ensure DISA standards and guidelines are met and/or exceeded.

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Drug Testing Position.

Recall/On Call 24/7 Position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements

Education:

Undergraduate and Graduate Education:

Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education:

Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

OR

Experience

Specialized Experience:

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

AND

Qualifying Experience:

To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:

Experience in exercising technical and administrative functions for a team of telecommunications, IT, and maintenance specialists, and oversees/manages contractor work.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon a Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

There is no substitution of education for the Qualifying Experience at the GG-13 grade level.

A three year probationary or trial period may be required.

Telework availability will be based upon the mission requirements and supervisory determination.

This position is subject to completion of 1 year probationary period for assignment to a supervisory position.

Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.

Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.

Shift work required. Schedule: may vary and include nights/weekends/holidays.
