I. DESCRIPTION OF SERVICES
Texas Parks and Wildlife Department
requires the services of
2 Front-End Web Developer/Web Designer 2 , hereafter referred to as Candidate(s), who meets the general qualifications of
Front-End Web Developer/Web Designer 2, Web Development
and the specifications outlined in this document for the
Texas Parks and Wildlife Department .
All work products resulting from the project shall be considered "works made for hire " and are the property of the
Texas Parks and Wildlife Department
and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.
Texas Parks and Wildlife Department
will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

hereafter referred to as Worker, who meets the general qualifications of a
Front-end web developer/web designer 2 Level and Core Technology Type
and the specifications outlined in this document for
Texas Parks and Wildlife Department
.
This front-end worker under the guidance of project manager, business users and technical architects will be responsible for designing responsive and accessible modern web applications. They will work along with other designers to create the prototype and develop the style sheets and provide the required components for application developers.
They should have a strong understanding of UX/UI design principles and best practices and experience in creating wireframes, user flows, and prototypes to communicate design concepts. They should be skilled in the use of Figma, Sketch, Adobe XD, or related UX mockup and prototyping software. They should have knowledge of WCAG 2.2 ccessibility guidelines and experience in designing accessible interfaces. They should be able to collaborate effectively with cross-functional teams including designers, developers, and product managers. They should be proficient in in HTML, CSS, MUI, and JavaScript. Perform UX Governance process.
They should have excellent communication and presentation skills to articulate design concepts and rationale. They should be familiar with agile development processes and the ability to adapt to changing project requirements. They should have experience conducting heuristic evaluations and expert reviews to identify usability issues. They should have strong problem-solving skills and the ability to think creatively to address user needs and pain points.
They should have a Minimum five years UX/UI design experience.
II. CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:Candidates that do not meet or exceed the
minimum
stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 5 Required UX/UI Design of Web Applications 5 Required Figma and Sketch 5 Required HTML, CSS, Java Script 3 Required MUI 3 Required Version control such as Subversion, Gitlab 3 Required Working in a project team environment, Agile Methodology 3 Preferred Managing multiple task priorities 3 Preferred Communicating effectively, verbally and in writing, with all levels of staff
III. TERMS OF SERVICE
Services are expected to start
07/10/2024
and are expected to complete by
03/31/2025 . Total estimated hours per Candidate shall not exceed
1500
hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Parks and Wildlife Department . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at
4200 Smith School Road Austin Texas 78744 . The working position is . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Parks and Wildlife Department
will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
Texas Parks and Wildlife Department .
V. OTHER SPECIAL REQUIREMENTSPre-screening results should be shared with TPWD. Pre-screening and resumes to be considered must be submitted by Vendor to ITSAC@tpwd.texas.gov by 5:00 PM CST on June 27, 2024. Upon offer, Candidate will be required to pass a Fingerprint Background check with IdentoGo and Vendor may be asked to update entity information and billing invoice schedule prior to award and onboarding (weekly timesheet portal access and monthly billing is preferred by TPWD).
Vendor may be required to update Accounting information. If applicable, must be returned via AP152 form to ITSAC@tpwd.texas.gov .
Additional terms may be awarded based on project requirements and funding availability.
