HCRI BUSINESS PROCESS DESIGN SPECIALIST - ID# 224672.

Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration), RCUH Non-Civil Service position with the Social Science Research Institute (SSRI). Primary work location will be at the Division of Aquatic Resources (DAR) in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: $5,291.67/Mon.

DUTIES: Facilitates planning process for various State revenue-generating programs related to natural resources (e.g., fisheries, watersheds, native ecosystems, and ocean recreation). Evaluates information and determines objectives and policies to identify problems and opportunities. Integrates information and develops alternatives to meet project goals. Provides technical information and analysis for the creation of recommendations. Conducts needs assessments and confers with state program managers, which may include driving to meetings or in the field. Recommends improvements to the design and structure of workflow; data entry, licensing, permitting, and user fee portals; analytical queries; and summary reports. Designs interfaces for online systems that are accessible and intuitive. Performs planning and budgeting. Researches and evaluates data collection from an online licensing and permitting portal. Conducts cost estimates and performs budget forecasting. Develops internal procedures for tracking online payments. Develops monthly revenue and expenditure summaries; conducts budget and cost reviews/analyses; revenue and expenditure forecasting; and budgetary planning. Creates SOPs to support various online management systems. Conducts training on how to perform tasks related to research, evaluation, and preparation of reports to improve efficiency. Drafts responses, reports, timelines, and other research materials for State staff to disseminate. Responsible for completing reports from start to finish.

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelors Degree from an accredited four (4) year college or university in Business, Accounting, or related field.

EXPERIENCE

Four to six (4-6) years of responsible work experience related to project or business management. (Masters Degree from an accredited university may be substituted for two (2) years of experience.)

KNOWLEDGE

Knowledge of management principles, methodologies, techniques, and various techniques to streamline processes. Knowledge of Microsoft Office, particularly Word, Excel, and virtual meeting platforms (e.g., Teams).

ABILITIES and SKILLS

Excellent ability to design and improve workflows. Excellent problem solving and critical thinking skills. Strong verbal and written communication skills. Willingness and ability to learn new programs and systems. Ability to verify and interpret financial data and prepare accurate reports, develop cost estimates, and perform budget forecasting. Ability to manage documents and devise tracking systems for files. Ability to review and analyze information and documents for accuracy. Ability to train or teach individuals or small groups how to conduct procedures. Demonstrated proficiency with highly detailed work. Demonstrated ability to work well in a fast-paced, flexible environment. Ability to speak and write clearly, including the ability to analyze and draft documents requiring minimal review and editing. Must possess a valid drivers license (and if use of personal ve icle on the job is required, must also have valid personal drivers insurance equivalent to Hawaiis No-Fault Drivers Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
