JOB SUMMARY:

This is to provide temporary coverage for a team member currently on leave. ( Coverage to last from October 15-December 31, 2024)As a member of CARE's Program Strategy & Innovation (PSI) team, the Portfolio Design & Mobilization Director (D-PDM) will lead the portfolio design and resource mobilization efforts for Women's Economic Justice & Food and Water Systems. The D-PDM will be the primary design expert for the team's USG portfolio on and will report to the Associate Vice President of Portfolio Design and Thought Leadership with steer and guidance from PSI, Institutional Fundraising and Strategy (IFS) and International Programs and Operations (IPO) teams.

The position will lead proposal working groups and work closely with other senior leaders and staff to integrate best practices and core strategies that are cutting-edge, duplicable, scalable, and documented with credible evidence to develop designs for program approaches. They will include transformational and evidence-based solutions in their leadership of portfolio design and mobilization in support of our drive to grow revenue by more than $20M.

RESPONSIBILITIES:

USG proposals in the education and youth skills sectors.Lead the technical proposal design for key strategic bids in the education pipeline; (estimated 1 bid)Lead capture efforts for upcoming proposals as identified in the pipeline (estimated to be 2 bids) bringing a combination of technical expertise, proposal management, and innovative insight to increase program win rates and program quality;Design planning

Participate in monthly pipeline meetings.Collaborate to inform the FY26 pipeline process.Support developing a theory of change for major foundation opportunities.Strategic positioning

Lead positioning work on youth skills with key USG audiences, reaching beyond the education sector to include influence on markets and agriculture sectors.QUALIFICATIONS:

At least 7 years experience designing proposals for USG funding sources, with specific expertise in USAID funding on education and youth skills.Experience designing conceptual frameworks and theories of change for winning USG proposals.At least 10 years of experience in education in international development.At least 10 years of experience in youth skills and youth engagement in international development.Demonstrated track record of thought leadership, including creating publications, capacity statements, and engagement plans, for USG audiences.Demonstrated ability to pull together many inputs and ideas into coherent proposals with solid win themes.Program design skills on building a funding portfolio and growing USG funding in education.Preference for experience designing programming in conflict and fragile settings.Preference for French language skills.
