GENERAL DESCRIPTION:

Sustainable Range Program Geographic Information System (SRPGIS) Coordinator is a Core Staff Component of the Integrated Training Area Management (ITAM) Program. SRPGIS Coordinator is responsible for providing the most accurate and specialized geospatial datasets, and cartographic products that support Mission Essential Requirements for Soldiers, Trainers, and Senior Leadership. Collection, management, and quality control of all US Army SRPGIS standardized geospatial data supports the Training Infrastructure of WYARNG training lands, which include Camp Guernsey and the Local Training Areas (LTA) throughout the state.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

* Collect, process, and analyze pertinent Army Sustainable Range Program (SRP) and Integrated Training Area Management (ITAM) geospatial data in support of ITAM Workplan Activities concerning Land Rehabilitation and Maintenance (LRAM) and Range and Training Land Assessment (RTLA) projects, specifically.* Evaluate the existing GIS database and systems. Geospatial data for which the SRP is proponent shall be inventoried for Camp and the WYARNG Local Training Areas. A course of action to verify parameters identified in the related SRP Geospatial Data Quality Assurance Plans (QAP's) shall be developed and implemented. All identified data, GIS hardware and software, and software licensing shall be reported as required by SRP GIS Program guidelines.* Submit SRP installation {Camp Guernsey and LTA} database quarterly to the GIS Regional Support Center {RSC} at Fort A.P. Hill, VA. In accordance with Headquarters Department of Army {HQDA} requirements, validated and approved data shall be shared with other WYARNG organizations with responsibility for the creation and maintenance of geospatial data in order to avoid duplication of effort. Where feasible, the geospatial data shall be compiled into Enterprise databases within the installation.* Maintain and update the existing Camp Guernsey Military Installation Map (MIM) per the MIM production guidance documentation found on the Army SRP web portal. Maintain, update, and retain a copy of the existing geospatial data associated with the MIM in order to support SRP training requirements. Review and update the MIM on an annual basis in coordination with subject matter experts.* Develop and produce maps to meet specific map requests from range personnel, ITAM personnel, and Soldiers (i.e., maps for emergency response, training scenario planning, range analysis, situational maps, land navigation courses, Surface Danger Zones, etc.) All maps delivered under this task are to be produced to SRP standard and based on standard military cartographic layout.* Participate in the annual Army/DAMO-TRS workshops or training opportunities, with the ITAM Coordinator's recommendation to present at least one briefing or poster on WYARNG SRP GIS accomplishments, and/or participate in SRP GIS training courses as either student or instructor.* Attend the annual Range Complex Master Plan Tool workshop sponsored by the Training Division of the National Guard Bureau, and coordinate with the DPTMS Officer and other offices to provide geospatial data required by the RCMP-T.* Support desktop GIS viewing capabilities to ITAM personnel, Director of Plans, Training, Mobility and Security (DPTMS), Range staff, Range Facility Management Support System (RFMSS) Graphic Fire Desk (GFD) staff, and other installation offices as approved by the DPTMS.

Qualifications

PREFERENCES:

3-5 years of military support in Installations GIS or SRPGIS specifically

BS in Natural Resources or Geography required; MS in Geography or GIS/Cartography Certification is highly recommended.

Certification of US Army Range Safety Level I &II

US Army Geospatial Intelligence and Cyber Security training are required

Federal Security Clearance and credentials for Unclassified/FOUO is required

Experience with SDSFIE required

Experience with Precision Data (agricultural) preferred

Prior military or military support is highly preferred

KNOWLEDGE:

* Knowledge of Spatial Data Standards for Facilities, Installations, and Environment (SDSFIE) for compliance and Quality Control according to US Army regulatory requirements.* Knowledge and aptitude for precision data collection, processing, and analysis of specialized data including, but not limited to aerial/satellite imagery or Global Positioning Systems field data.* Expert knowledge and aptitude with all iterations of ArcGIS software suite, including the ArcGIS Application and dashboard creation.* Expert skill in public outreach and collaboration including Adobe Creative suite tools for the production of magazines, pamphlets, and informational flyers.* Expert skill in all facets of SRPGIS that accompany the credentials of Instructor at the collegiate/graduate level.* Expert knowledge and skill with SRPGIS-specific requirements for the Military Installation Map, Army Compatible Use Buffer, and ITAM Workplan products in accordance with US Army SRPGIS Regional Support Center guidance.* Expert Knowledge and Skill to collaborate with software vendors to create specific "plug-ins" to allow data systems to integrate where needed to streamline workflows.

* Valid WY Driver's License* Field collection of data in various weather conditions and variable terrain* Some travel required, attendance of national level events - often presenter/instructor role* High OPTEMPO and short suspense deadlines are common
