Incumbent coordinates and performs Telecommunications engineering evaluations, functional analysis, compatibility analysis, design, security, testing, deployment, planning, and project coordination for existing and new Telecommunications and IT products. The position provides engineering technical support, project engineering and development, strategic planning, engineering analysis, maintenance and operational support, and engineering design.Areas of engineering focus are:Planning and implementation of the District's Radio Frequency (RF) communication networks and telecommunication infrastructure in full compliance with FCC, FAA, FERC/NERC.Responsible for designing, implementing and maintaining complex, enterprise-scale RF networks and telecommunication infrastructure and monitoring performance.Design and engineer 6GHz, 11GHz, 18GHz carrier class microwave path/systems.Specify new tower structures and new loading on existing towers per TIA-222 standard.Design and engineer 900MHz multiple address systems (MAS) for SCADA communication backhaul.Provides technical support and ensures optimal performance of a statewide Motorola based P25 Land Mobile Radio (LMR) system as well as site based conventional radio systems.Configure packet-based RF links to extend existing layer 2/3 networks.Assist in developing business unit strategy and future planning.Create and develop project scopes and project estimates.Create and maintain system documentation utilizing the District’s drafting system (Topology Diagrams, Design Docs, Technical Procedures).Project leadership skills and experience.Education, Training and Experience

Telecom Engineer I, II, III:

Bachelor's Degree in Electrical, Electronics, or Computer Engineering from an ABET accredited college/university is required OR Professional Engineering License and a bachelor’s degree from a Non-ABET accredited school is required.Telecom Engineering Analyst III, IV, V:

Placement in this position is determined by prior education and experience. Minimum requirement for entry into this position is an associate degree in electronics or a related engineering/technical field or equivalent military education/experience plus 6 years' experience in the Telecommunications field.Licenses and/or Certifications

In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range.
