requires the services of
1 Web Developer 2 , hereafter referred to as Candidate(s), who meets the general qualifications of
Web Developer 2, Web Development
and the specifications outlined in this document for the
Texas Department of Housing and Community Affairs .
ll work products resulting from the project shall be considered "works made for hire " and are the property of the
Texas Department of Housing and Community Affairs
and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Texas Department of Housing and Community Affairs (TDHCA) has a project to move the agency website (https://www.tdhca.state.tx.us) to a hosted solution and migrating the current HTML based website to a modern Content Management System (CMS). TDHCA is wanting to bring in three contractors to perform the migration of data from the current website into Drupal. This advertisement is for one of the three positions. The position will be remote, but it is highly preferred that the contractor be located in the central Texas area. The new website will be hosted in cquia environment utilizing Drupal. The project will be working with a project team that is directing the overall project and performing the implementation and configuration of the new website. Contractor tasks will include the following:
Migrating the old website content into the new website in a Drupal CMS. dding, creating, and performing client content changes in Drupal, in collaboration with the TDHCA website administrator. Participating in project team meetings to report on the migration process, contribute responsive information during discussions, and assist in decisions depending on the content migration. Reviewing web content, links, and limited design aspects, providing necessary updates for broken links and updated content and enhancements as necessary. Performing all tasks while adhering to mobile and accessibility compliance standards. Liaising between the website developers and project management staff for the required updates. Offering website recommendations or improvements to the internal team. Drafting and documenting migration and administration processes and procedures of content management.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements: Candidates that do not meet or exceed the
minimum
stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 5 Required Experience building responsive websites, developing within common web development frameworks and extensions 5 Required Writing well designed, testable, efficient code by using best software development practices 5 Required Experience working in several content management systems, such as WordPress, Magnolia, Sitecore, Adobe, Drupal, or internal solutions 4 Required Experience with website administration and management using Drupal administration tools including core and modules 4 Required Creating website layout/user interfaces by using standard HTML/CSS practices 4 Required Integrating data from various back-end services and databases 4 Required Proficient knowledge of JavaScript, XHTML, HTML/CSS 4 Required Creating website layout/user interfaces by using standard HTML/CSS practices 3 Required Knowledge of system development methodologies, programming concepts, computer equipment and operating systems, and development environment procedures 3 Preferred Experience in Cloud computing technologies such as Acqui 3 Preferred Proficient knowledge of cross-site scripting, SQL injection security issues, and other OWASP top 10 web based vulnerabilities 2 Preferred Implementing and managing successful information retrieval systems (Drupal Search, Solr, or other open-source tools) 1 Preferred Proficient knowledge of the Linux operating system and CLI 1 Preferred Recent Industry Certifications related to programming or web development III. TERMS OF SERVICE
Services are expected to start

and are expected to complete by
11/30/2023 . Total estimated hours per Candidate shall not exceed
320
hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Department of Housing and Community Affairs . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at
221 East 11th Street, Austin, Texas, 78701 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Department of Housing and Community Affairs
will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
