Job Summary About the Position: Telecommunications Specialist position in the Directorate of Production Engineering at Tobyhanna Army Depot. This position will be filled using the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in Department of Defense (DoD). Job Description Develop feasibility studies in order to investigate, analyze and perform corrective actions affecting interruptions, equipment failures and interface and interference problems. Isolate, analyze, and identify equipment, circuit, link, network software, and system problems in various types of communications systems. Provide network management, systems administration and technical services for automated systems. Develop and recommend implementation of policies and procedures covering telecommunications requirements and specifications. Qualifications Who May Apply: U.S. Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. EDUCATION AND/OR SPECIALIZED EXPERIENCE REQUIREMENTS: GS-09: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: 1) Providing technical support to resolve Information Technology (IT) related issues; and 2) Testing telecommunications systems' performance to ensure systems are functioning properly. OR Education: Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree from an accredited college or university in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Providing technical support to resolve Information Technology (IT) related issues; 2) Analyzing technical requirements in the design, development, implementation or support of telecommunications systems; and 3) Utilizing a wide variety of network test equipment. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college or university in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Coordinating test activities related to networking functions, protocols, physical interfaces and products over large and small networks; 2) Integrating policies and procedures for control of telecommunications systems and components; 3) Evaluating telecommunications systems to ensure user requirements are met in terms of system capabilities; and 4) Providing training on new telecommunications equipment and refresher courses on existing equipment.
