Job Description
AECOM has excellent career opportunities for a creative, highly talented and experienced Design Manager for improved water security projects in West Bank and Gaza. The Design Manager will lead and manage and integrated, multidiscipline project design team for delivery of technical services for design and construction of water supply, wastewater, vertical structures and other infrastructure projects. The Design Manager reports to the project Chief of Party.
Overseeing an integrated engineering services team supported by other specialized staff, the Design manager coordinates and oversees engineering assessments, studies, designs, preparation of tender documents, and provides technical support during tendering and construction. The project includes multiple study and design tasks, each planned to achieve specific objectives as detailed in USAID’s Scope of Work.
The Design Manager leads technical teams for multiple design efforts. In this position s/he is responsible for coordinating resources with AECOM’s home office team, tracking and controlling design task budgets, monitoring activity schedules and providing quality assurance of all project design deliverables.
Responsibilities of this position include, but are not limited to:
Managing multi-disciplinary design teams of engineers, technical staff, and scientists to complete the work activities assigned by USAID.
Establishing design standards for projects, coordinated with associated infrastructure project designs to provide an integrated design approach and consistent quality of tender documents.
Overseeing the preparation of detailed designs, specifications, and tender documents to fulfill the defined scope of work, and for identified immediate needs and/or short-term needs.
Overseeing special studies such as geologic and hydrological studies, groundwater modeling, hydraulic modeling of new and existing networks, and water quality analyses.
Coordinating activities of energy specialists to investigate different options to reduce operation costs, including the use of non-traditional energy sources.
Assisting with the development of work activity scopes of work.
Preparing and managing project schedules.
Preparing feasibility studies, environmental impact assessments and Basis of Design Reports.
Managing in-country design teams and coordinating with US-based AECOM design teams
Leading design review meetings, recording and preparing meeting minutes, and tracking action items.
Managing the development of project deliverables with the design team.
Coordinating with in-country governmental agencies regarding government regulations, specifications, and design and construction standards.
Coordinating with in-country government agencies for design review and approvals.
Providing pre-construction contract assistance, responding to RFIs and preparing Addenda as necessary
Leading engineering services during construction including RFI response and review of submittals.
Providing technical support to local construction management teams and US-based construction management support teams during tendering and construction phases.
Providing assistance and training to local staff, or local agencies and utilities as required through adapting the best international standards in conducting operation and maintenance in the water sector.
Qualifications
Minimum Requirements
Bachelor’s degree in Civil Engineering or related degree or demonstrated equivalency of education and/or experience plus 8 years of experience in the water and wastewater, vertical structures and other infrastructure design.
Professional Engineer (PE) license
Preferred Qualifications
Proven experience in handling cross-cultural situations with political, cultural and ethnic sensitivities and security environments.
Demonstrated problem solving and leadership experience and the ability to work in environments with political, cultural and ethnic sensitivities.
Highly motivated self-starter with solid writing and verbal communication skills·
High level organizational, communication, leadership, problem solving, and time management skills is highly preferred.
Experience in managing multi-national engineering subcontractors.
Experience managing design projects in AutoCAD, BIM, or similar design software.
Experience in services during construction, including answering RFI’s, preparing addenda, and reviewing submittals.
Previous experience working internationally to support U.S. government agency projects.
Proficient in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.
Previous experience living and working in the Middle East
Previous experience working internationally to support U.S. government agency projects.
Familiarity with USAID procedures and protocols, reporting and organizational structure.

Offered compensation will be based on location and individual qualifications. The expected range is $140,000.00 - $200,000.00.
