Overview We are seeking a candidate with experience in U.S. Military Radio Frequency (RF) Line-of-Sight Communication Systems, beyond Line-of-Sight Communication Systems and associated interfaces and computer control equipment that support Tactical Data Link Systems. The Communication Systems Specialist should be able to assess and analyze the Radio Frequency communications and Multi-TDL architecture performance to support the potential corrective actions or resolutions required and to provide information regarding new equipment acquisition. They will be responsible for providing hardware and software system engineering, Installation and Check-out (INCO), operation, and troubleshooting support for Multi-functional Information Distribution System (MIDS) Low Volume Terminal (LVT) and associated mini-rack equipment. Responsibilities Essential Functions/Job Duties: Basic knowledge and experience with U.S. Military Radio Frequency (RF) Line-of-Sight Communication Systems, beyond Line-of-Sight Communication Systems and associated interfaces and computer control equipment that support Tactical Data Link Systems. Possess Digital Modular Radio (DMR) Communications Systems experience and demonstrate In-Service sustainment engineering functions (e.g. design, development, evaluation, testing, or maintenance) of electronic equipment and systems; support the Life Cycle requirements; and provide technical support for the DMR Communications Systems. Provides system engineering, operations, and troubleshooting support for Navy Line of Sight (LOS) and and Beyond Line of Sight (BLOS) communication systems including: WSC-9, USC-38, DMR, PSC-5D, PRC-117, WSC-3, TD-1271 DAMA. Assesses and analyzes the Radio Frequency communications and Multi-TDL architecture performance to support the potential corrective actions or resolutions required and to provide information regarding new equipment acquisition. Provides technical expertise for the planning/coordination working groups and day to day operations on Multicast TDL J, Unicast TDL J, Satellite TDL J, Link 16, and Link 11 Test & Evaluation (T&E) and development efforts. Executes tests and analysis in accordance with the test plan guidance and generates performance reports (e.g. Daily Status Reports, Quick Look Report, and Test Report) and any required Test Observation Reports (TORs). Provides operations analysis feedback and troubleshooting expertise in support of test events, including remote support for off-site participants. Acts independently to provide technical recommendations and support on Test & Evaluation (T&E) and development related TDL and network programs. Acts independently to develop and/or provide input to pre-test and post-test documentation (e.g. Test Plan, Test Procedures, automated scripts, Daily Status Reports (DSR), Quick Look Reports (QLR), and Test Reports. Acts independently to develop design plans based on site surveys supporting installation & integration of various TDL radios and communication systems. Flexibility and adaptability to plan and conduct various project testing events in support of Poland, Japan, Morocco, and Saudi Arabia Test & Evaluation (T&E) development and enhancement efforts. This includes providing technical expertise with C4I communication systems and Tactical Data Link Systems (TDLS) in preparation of integration efforts, testing, and/or engineering evaluations. Ability to use a personal computer, keyboard and mouse on a consistent basis. Written Communications: Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively with a high degree of competency. Independently generates documentation that presents information in a logical manner. Verbal Communications: Demonstrates excellent clear and concise verbal communication skills. Qualifications Skills / Qualifications: Four (4) years experience with Navy Line of Sight (LOS) and and Beyond Line of Sight (BLOS) communication systems including: Digital Modular Radio (DMR), PSC-5D, PRC-117, WSC-3, TD-1271 DAMA, WSC-9, USC-38. Experience with Integrated Waveform/Mobile User Objective System (IW/MUOS); Line-Of-Site (LOS) Antennas; OE-82 or OE-570 SATCOM Antennas; High Frequency (HF); Very High Frequency (VHF); Ultra High Frequency (UHF); Single Channel Ground and Airborne Radio System (SINCGARS); HAVE QUICK; Air Traffic Control (ATC); Demand Assigned Multiple Access (DAMA), and Non-DAMA; Tactical Variant Switch (TVS); High Frequency Distribution Amplifier Group (HFDAG); and AN/USQ-145, MD-1324. Experience in the use of multi-meters, oscilloscopes, and associated test equipment. Experience in cable fabrication, hardware installation, and repair for external communications systems Customer Interface Activities: Uses independent discretion to develop an effective client to customer communication process involving stakeholder identification, planned communication, efficient information distribution, and managing expectations. Project Management Tasks: The ability to execute the duties of the position independently and with limited to no supervision. Work Schedule: Able to efficiently adapt to new priorities. This includes effectively multitasking project responsibilities with an awareness to support changes as needed. The ability to work non-standard work hours and schedules in support of project requirements. Travel: Possibility of Domestic and International travel up to 15% by automobile, air, etc. Minimum Education Requirements: Formal electronics training from a Technical School, or Class A or C military school in electronics or communications . Pay Range: $80,000.00 to $100,000.00 annually, DOE U.S. Citizenship is required Security Clearance: Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
