Summary This position is located with the National Park Service, Division of Fire and Aviation, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities Coordinate national office agreements (interagency, reimbursable, cooperative), grant, memorandum, of understanding, and service level agreement activity Ensure the appropriate type of agreement/grant is used for the purpose intended Initiate new and review draft documents, ensure appropriate legal authorities are used, analyze content, and ensure all required information and supporting documentation is included Analyze agreement/grants and ensure compliance with applicable rules, regulations, policies, and laws prior to obtaining signature approvals Maintain high level of awareness to changes in policy, regulations, and legal authorities affecting agreements/grants Provide advice and guidance in response to inquiries on a wide variety of agreements and grants Answer questions and resolve problems requiring the interpretation of policies and processes Prepare and deliver reports and briefings to leadership Coordinate and collaborate with a wide range of interagency partners Analyze administrative processes, workflows, and reporting requirements to increase efficiency and effectiveness of local program operations Requirements Conditions of Employment Qualifications Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Working in a business, clerical, or administrative office position performing routine administrative support work independently, including preparing various acquisition documents for supplies, materials, equipment or services; reviewing and editing correspondence for completeness and clarity, and ensuring documentation is properly formatted; operating computer programs to maintain and retrieve information, utilizing rules, regulations, and guidelines to resolve program issues; working with automated financial systems; utilizing standard practices and procedures to complete basic tasks; experience maintaining records, organizing a filing system, and pulling reports. -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Education Proof of Education: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts. Pass/Fail Courses: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education. The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval. This is a not-to-exceed 1 year detail/temporary promotion assignment, this temporary promotion may be extended without further competition; however, it may not exceed a total of five (5) years. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. This temporary promotion may be made permanent without further competition.
