Position Title: Proposal Writer
Location: Reston (Onsite)

Job Description:
The Proposal Writer, reporting to the Proposal Manager, is responsible for developing high-quality, compliant, and compelling proposal responses to government RFPs, RFIs, and other related solicitations. The Proposal Writer works closely with capture teams, subject matter experts (SMEs), and technical staff to create clear, persuasive, and compliant proposals that effectively communicate the company’s solutions and services. This role ensures consistency in messaging, compliance with solicitation instructions, and alignment with the company’s proposal development standards.
Key Responsibilities:
Content Development: Research, organize, and write comprehensive proposal responses, including technical, management, past performance, and pricing volumes. Incorporate themes and key messages that resonate with the customer’s needs and priorities.
Compliance: Ensure all proposal documents meet RFP requirements, including formatting, style, structure, and language, in accordance with solicitation instructions. Conduct compliance checks throughout the proposal lifecycle.
Collaboration: Work closely with SMEs, capture teams, business development, technical staff, and leadership to gather and integrate necessary information into the proposal. Provide feedback to SMEs and other contributors to ensure accuracy, consistency, and compliance with solicitation requirements.
Proposal Coordination: Assist with proposal planning, schedules, and milestones, managing tight deadlines and coordinating contributions from various team members. Revise the proposal outline and compliance matrix as necessary.
Proposal Writing: Write and edit various proposal sections, including executive summaries, technical approaches, management sections, and resumes. Ensure all content is clear, compliant, and reflective of win themes, customer pain points, and discriminators.
Graphic Support: Collaborate with graphic designers and others to incorporate visuals such as diagrams, charts, and tables that enhance proposal readability and effectiveness.
Quality Assurance: Conduct thorough proofreading and editing to ensure final proposal documents are error-free, consistent, and professional. Regularly review content for clarity, compliance, persuasiveness, and adherence to solicitation requirements.
Content Management: Maintain and update content libraries and proposal templates, ensuring the availability of relevant, accurate, and up-to-date material for future proposals. Capture lessons learned and improve the proposal process through post-proposal reviews.
Post-Proposal Review: Support lessons learned and post-mortem reviews to identify areas for improvement and enhance the quality and efficiency of future proposal efforts.
Qualifications:
Education: Bachelor’s degree in English, Communications, Journalism, Business, or a related field. Advanced degrees are a plus.
Experience: 3-5 years of experience in proposal writing, particularly in federal government contracting or related industries. Experience leading technical and management volumes is preferred.
Technical Writing: Experience writing technical and complex subject matter in a clear, concise, and persuasive manner that resonates with technical and non-technical evaluators.
Proposal Software Proficiency: Experience with proposal management tools such as SharePoint, Microsoft Teams, Deltek, or related platforms is a plus. Familiarity with managing large, complex proposals is a plus.
Knowledge of Government Acquisition Processes: A thorough understanding of FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) is highly desirable. Experience with GSA schedules, IDIQ contracts, and other federal contracting mechanisms is also preferred.
Communication Skills: Strong interpersonal and communication skills, with the ability to synthesize input from various stakeholders into coherent, persuasive content.
Time Management: Ability to manage multiple proposals and deadlines concurrently in a fast-paced, deadline-driven environment.
Attention to Detail: Strong attention to detail and a commitment to delivering high-quality, compliant work under tight deadlines.
Preferred Qualifications:
Experience developing and refining proposal templates, standardized processes, and annotated outlines.
APMP certification or equivalent is desirable but not required.
Knowledge of industry-specific terminology in IT, cybersecurity, defense, or engineering sectors.
