Kadiak, LLC, a Koniag Government Services company, is seeking a Lead Communication Specialist to support Kadiak and our government customer. This is a Remote opportunity.

This position is in the Indian Health Service (IHS), Office of Information Technology (OIT), Division of Health Information Technology Modernization and Operations (DHITMO). The program's purpose is to design a strategy to build awareness, understanding, and commitment from stakeholders for the new Electronic Health Record. The primary purpose of this position is to serve as a Program and Management Analyst specialized in Communications and oversees the successful planning, scheduling, execution, and implementation of various internal and external Communications efforts to support DHITMO Health IT services and products, but not limited to acting as a lead Communications projects for the IHS EHR Modernization initiative, therefore, Project Management is a required skillset. Position will provide advice to management on the effectiveness of the DHITMO Communications program, which requires knowledge of Federal regulations, agency policies, management principles, and methods to determine the effectiveness and efficiency of the Communications program and an understanding of long-range planning of the EHR modernization program, DHITMO goals and objectives, and lead a Communications program that will inform I/T/U sites about EHR implementation and deployment.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Provides consultation to senior management on unusual, complex, and/or controversial Communications problems and issues. Advises leadership on project management best practices and improves or develops new agency-wide Communications projects.
  • Provides guidance to project teams and coordinates all project activities of multiple contractors, vendors, government resources, and other projects across multiple locations.
  • Develops a Communications strategy that builds awareness, understanding, and commitment.
  • Develops, monitors, and maintains Communications strategies. Creates communication products using various distribution channels (social media, conferences, newsletters, or general correspondence) to promote and build brand awareness for initiatives.
  • Coordinates communication outreach to support Health IT Modernization events delivered to the public and government organizations. Conveys the agency's commitment to supporting stakeholders.
  • Manages and monitors communication campaign and associated analytics and quality of materials to conform with established standards and style guides.
  • Evaluates and aligns communication strategies to program goals.
  • Develops and monitors communications plans that identifies how information will be communicated to stakeholders throughout a project.
  • Plans include how the information will be distributed, identifies the recipients of the information, when the information will be distributed, and how often recipients will receive that information.
  • Develops communications content and materials (core briefing decks, slide library, frequently asked questions, etc.) for internal and external briefings and presentations.
  • Develops and distributes a variety of communications products and may include, but are not limited to newsletters, bulk email campaigns, fact sheets, presentations, graphics, and web content.
  • Monitors all communications products for quality and ensures culturally appropriate content.
  • Develops and maintains a communications toolkit with content (ex., Checklists, staff/patient briefing documents, training information, etc.) that prepares healthcare facilities to implement and deploy modernized IT systems and applications.
  • Collaborates with IHS/HHS Office of Public Affairs and other offices, as needed, to distribute internal and external communications.
  • Establishes and manages periodic feedback mechanisms and metrics to assess the effectiveness of communications approaches.
  • Develops Standard Operating Procedures (SOP) and policies for social media communications and other communication distribution channels.
  • Conducts evaluations, surveys and studies regarding Communications products, resources and investments that have agency-wide impacts, either individually, as a team member or as a group leader. The studies typically are of major scope and complexity and involve problems of organization, relationships, operation methods and procedures, cost reductions and the utilization of equipment or resources.
  • Evaluates and explains complex technical concepts to non-technical audiences. Identifies key milestones for remediation of complex technology issues within project plans, task orders, and risk management registers.
  • Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of the IHS Communications strategy and monitors the desired levels of awareness and understanding and generating commitment from key stakeholders.
  • Assesses and determines the root cause of product or process communication problems and issues. Determines the nature of problems and issues and develops plans for corrective courses of action to meet program goals and objectives.
  • Develops dashboards and data requirements for tracking communications activity.
  • Analyzes communication product deliverables for conformance to established quality, style guide standards and performance timelines. Plans actions required to deliver continuous product improvement for communications products.
  • Serves as project management coordinator to support project lifecycles. Drafts project plans, business needs statements and supporting artifacts, identifies resource requirements, recommends task assignments to team members, and reports progress.
  • Evaluates contract task orders and communications products developed by contractors and aligns task orders with IHS goals and objectives and makes recommendations to contract management staff on the composition of resourcing and timelines to the applicable scope of communication products under contract.
  • Analyzes cost estimates associated with procuring or investing in commercial enterprise media that supports conveying information via pamphlets, storyboards, posters, and videos. Assess trends in communications efforts and recommends technology platforms to enhance communications.
Work Experience, Knowledge, Skills & Abilities:
  • Minimum experience: 3-5 years in related area
  • Minimum education: 4-year degree in related field (communications, organizational change, organizational development, public relations, etc.)

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
