Position SummaryThe Program Manager of Content & Delivery oversees the delivery and development of workforce development programs for low-income individuals through distance learning platforms. This role focuses on leading a team of Facilitator/Content Coach Specialists who deliver high-quality, research-informed workshops to improve participant engagement, job readiness, and self-sufficiency across multiple sites statewide. The Manager will ensure that all content aligns with the goals of Work Ready Oklahoma and Public Strategies and that it is effectively delivered in a virtual environment.This position will also oversee the continuous improvement of training materials and strategies, ensuring they are both innovative and adaptable to meet participant needs. This includes managing the creation of new resources, collaborating with site partners to enhance the local and online workshop experience, and documenting all interactions to ensure compliance with program requirements. The role involves strong leadership and team management and the ability to develop and refine content for online and virtual facilitation. Success in this role requires a keen understanding of adult learning principles, workforce development trends, and the needs of financially vulnerable populations.Essential Job FunctionsProvide guidance, mentorship, and supervision to the Distance Learning Team, ensuring the successful execution of distance learning initiativesProvide high-quality organizational leadership to projects, including management of priorities, timelines, and objectivesConduct regular performance evaluations, offer feedback, and foster professional development opportunities for team membersOversee the creation and improvement of workforce development content for online learning, ensuring material aligns with program goals and participant needsEnsure that the delivery of workshops meets quality standards, participant engagement goals, and state compliance requirementsSupport the team in delivering workshops and assisting participants with job readiness, executive function, and self-sufficiency through distance learning platformsGuide content coaches in their efforts to improve participant outcomes, including creating resumes, preparing for interviews, and identifying employment opportunitiesCollaborate with the Statewide System TA team and other partners to improve site engagement and participant outcomes across 21 sites statewideEnsure consistent communication with site partners to align the delivery of program content and resolve any challengesMaintain content fidelity and customer experiences through in-person studio presentations as needed.Oversee the development and refinement of online training materials, including video scripts, presentations, and interactive activitiesEnsure accurate documentation of all communication with participants and partners for reporting and evaluation purposesUtilize data and research findings to inform program adjustments and report outcomes to leadershipTrack and monitor the team's performance metrics to ensure alignment with program goals and participant successCoordinate staff scheduling for weekly and monthly workshops, manage training logistics, and oversee budget-related activities for training initiativesOther duties as assigned

Qualifications

Education/TrainingBachelor's Degree, requiredWill consider 4+ years of experience in lieu of a Bachelor's DegreeApplicable fields and disciplines include Sociology, Social Work, Training, Education, Public Relations or related field.

ExperienceExtensive experience leading and managing distance learning programs and workforce development initiatives.Experience facilitating on-site and virtual statewide workshops for WRO, required.Proven expertise in content development for online and live presentations, with experience in public speaking, mentoring, and participant engagement.Experience working with the WRO Distance Learning Delivery team, including the tech support team at Public Strategies, required.Strong background in workforce readiness, job training, and employment coaching, with a focus on disadvantaged and low-income populations.Familiarity with online learning platforms, virtual training tools, and experience developing and delivering the WorkReady statewide program, required.

Skills, Knowledge, and AbilitiesStrong leadership and management skills with the ability to motivate and mentor a geographically dispersed team.Excellent communication and public speaking skills, both online and in-person, leveraging experience delivering presentations and workshops for various organizations.Proficient in Microsoft Office applications and learning management systems.Strong organizational skills with the ability to manage multiple priorities and meet deadlines.Ability to travel statewide, including overnight, up to 30-40%.Must be comfortable working in a studio setting, including operating cameras, lights, and other technical equipment.Must maintain a valid Driver's License.Must be able to drive to locations statewide as needed.
