Introduction The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state's casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran's posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year. GRADE 15 LOCATION OF POSITIONMontgomery Park Business Center 1800 Washington Boulevard, Ste. 330 Baltimore, Maryland 21230Main Purpose of Job Provide support for members of the Creative Services department in the development and implementation of Lottery advertising programs. Key responsibilities include administrating the Lottery's retailer point-of-sale (POS) program and assisting in the recording, tracking and reconciliation of the Lottery's advertising budget and processing of all estimates/authorizations and invoices. Additionally, the position will have the opportunity to participate in other traditional, digital, social and sponsorship initiatives. POSITION DUTIES Assists with the development, procurement and production of Lottery point-of sale and other graphicmaterials for new product launches and promotions. Develops an annual POS/graphics calendar withproduction and delivery schedules, coordinates comments and approvals from key department managers andacts as liaison with the Lottery's advertising agency, Sales department managers, and the Procurement department. Acts as billing administrator for Creative Services department, with duties to include, but not be limited to:review, record and track billing documentation (estimates, authorizations, approvals, invoices andreconciliations) used by the Sr. Advertising Manager and Director of Creative Services to manage theLottery's advertising budget and monitor committed funds on a real-time basis. Maintains detailed recordsin various data bases and extensive paper files. Reconciles department spending with advertising agencycontractor records and internal sources (FMIS, Procurement records, etc.) on a monthly basis. Compiles andreconciles year-end encumbrances and accruals and initiates various procurements for the department.Designs various materials like retail flyers, reports, dashboards, utilizing desktop publishing software (i.e.,InDesign, Illustrator, Photoshop, etc.). Includes some copy writing and design/layout work. Compiles andprepares PowerPoint presentations for department managers to utilize at various Agency meetings. Acts asthe liaison for Creative Services for external retailer graphic and logo requests. Includes monitoring requestsfrom retailers, requesting any materials from agency or internal sources and requesting proofs for approval.Assists Creative Services Department with promotion and sponsorship fulfillment by tracking andadministering various deliverables (i.e., promotional items, scratch-off tickets). Requirescommunication/coordination with several external organizations and internal departments.Provides general support to Creative Services department managers in the development and implementationof various marketing campaigns including chain specific activities, social media promotions, contentcreation, etc. Cross train with the Lottery's Digital Manager to make updates to the Lottery's website on anas needed basis.MINIMUM QUALIFICATIONSExperience: Seven years of experience in public information, public relations, journalism or other related experience in publicity or promotional work. Notes: 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study and three years of experience in public information, public relations, journalism or other related experience in publicity or promotional work for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONS PERFERRED QUALIFICATIONS: -Experience working with production specifications, printers, creative designers, etc. to develop andimplement point of sale materials (posters, signs, decals, etc.) for display at retail and/or digitally.-Experience with desktop publishing programs such as InDesign, Illustrator, Photoshop, etc. Administrative experience tracking and processing billing documents (i.e., estimates, invoices,reconciliations, budget trackers, etc.).-Detailed oriented and experience with excel. Possess the ability to organize, process and reconcilemultiple billing documents such as estimates, invoices and budgets.LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
