Under general supervision and direction, responsible for maintaining the City website, including governing structure, standards, and strategy. Creates and maintains web pages, web parts, modules, tabs, links, and other navigation tools in coordination with other City departments. Reports directly to the Department Director/Assistant Director.

NOTE:

Candidate must possess and/or obtain a current, valid Louisiana driver's license prior to appointment to this position.Duties of Responsibilities

ESSENTIAL JOB FUNCTIONS

Responsible for the content creation and scheduling of posts for the city's website

Writes engaging and detailed content for the city's website as it relates to citywide programs, events, etc.

Works with various department to define their webpage's needs and assist with the maintenance of each page.

Works to ensure that the city's website is up to date with citywide events and that all web content is clear and consistent with other communications channels.

Identifies communication gaps in web content and makes recommendations

Ensure the city's branding is upheld on the city's website and across all digital presences

Designs web banners and creates graphics the city's website and social media channels as needed.

Assists with the creation of visual content as needed for the city's website and social media.

Manages and completes multiple communications projects within a given deadline.

Collaborates with marketing and design teams to plan and develop site content, style and layout.

Maintain standards for content/graphics. Evaluate usability and utilization of web pages. Oversee content graphics including size and optimization of photos.

Creates and publishes engaging web content.

Liaises with content writers to ensure brand consistency.

Optimizes content according to Search Engine Optimization.

Uses content management systems to analyze website traffic and users' engagement metrics.

Configuring and monitoring the City's web analytics and reporting tools and making content recommendations accordingly.

Manages content distribution to online channels and social media platforms to increase web traffic.

Tests website accessibility and functionality

Maintains the city's web calendar.

Stay up-to-date with developments and generate new ideas to draw audience's attention.

ADDITIONAL JOB FUNCTIONS

Performs related work as required and to assist other department staff.

This position is considered post-essential, meaning it plays a critical role in the aftermath of an emergency. The individual in this role is responsible for supporting recovery efforts and ensuring the continuity of operations once the immediate threat has passed.

The Web Content Manager will receive a cell phone allowance to access email correspondence on their personal cell phone. As part of the Communications/Public Information team it is essential for this role to have real-time access to event updates and website information while away from the office. This role requires responding to relevant emails during evenings and weekends to ensure the website's accuracy.Minimum Qualifications

Graduation from or current enrollment in a post-secondary education program in Management Information Systems, Computer Science, Computer Information Systems, Graphic Design, Marketing, Public Relations, Communications or related degree and considerable work experience managing website content in the areas of social media, graphic design and/or digital marketing.

NOTE:

Documented completion of one or more of the following programs (or other closely related programs) may substitute for a portion of the required experience: Master Certified Web Professional - Designer, Certified Web Professional - Web Developer, Google Data Analytics Professional Certificate or related professional-level development programs.

NON-COMPETITIVE - All candidates determined to meet or exceed the minimum qualification requirement will be certified to the department with the current vacancies for possible interview.Supplemental Information

HEALTH INSURANCE : Comprehensive medical benefits options are provided through Blue Cross Blue Shield of Louisiana. Coverage is effective the first of the following month, following full-time employment. Dependent coverage is also available. The City of Kenner also offers voluntary insurance plans: DENTAL, VISION, and SUPPLEMENTAL INSURANCE PLANS (VOLUNTARY LIFE, CANCER, ACCIDENT, CRITICAL ILLNESS, HOSPITAL CONFINEMENT, LONG-TERM DISABILITY and SHORT-TERM DISABILITY).

LIFE INSURANCE : All full-time employees are insured under a Group Life Insurance policy through Prudential Life Insurance Company. The coverage is one and half times the employee's salary, up to $300,000. The policy also provides a Basic Accidental Death and Dismemberment benefit. The premium cost is covered by the City of Kenner. Coverage is effective the first of the following month, following full time employment.

RETIREMENT SYSTEM : The City of Kenner's regular full time employees are enrolled with the Municipal Employees Retirement System of Louisiana. Both the City of Kenner and the employee contribute the required percent to the system. The employee's contributions are kept on account and will be refunded, if the employees leaves employment before they are retirement eligible.

DEFERRED COMPENSATION : The City of Kenner currently participates in a 457 Plan with MassMutual. This is a voluntary investment program that the employees are allowed to participate in at a contribution rate of their choice (must be within the designated maximum and minimum limits, as set for by Plan Document). The City of Kenner does not contribute to the 457 Plan.

HOLIDAYS : Sixteen paid official holidays are observed, plus any other holidays which may be declared by the Mayor.

ANNUAL AND SICK LEAVE : Eligible Kenner employees earn annual leave and sick leave. Accrual of hours will increase based on the number of years of service.

WORKING TEST PERIOD : Upon appointment to a position in the classified service, the employee shall serve a working test period of six (6) months, unless extended.

EAP : The Employee Assistance Program (EAP) is a program which provides a professional to help employees and their families to resolve problems. This service is 24 hrs. / 7 days per week, voluntary participation and confidential.
