Salary: $60,000.00 per year

Delta Area Economic Corporation, a Missouri Community Action Agency, is seeking a Comprehensive Services Content Manager for our Children Service's Department.  The CSM will have the primary responsibility of overseeing the program procedures for eligibility, recruitment, selection, enrollment, and attendance to ensure compliance with federal regulations. The CSM is also responsible for managing and analyzing databases and data, preparing data presentations, training others on databases, and preparing parts of the PIR. 


General Responsibilities:

  1. Attends workshops and meetings as deemed necessary by the immediate supervisor.
  2. Attends staff & parent meetings and activities as deemed necessary by the immediate supervisor.
  3. Responsible for understanding Head Start Performance Standards and local child care licensing regulations.  Assists Center Directors' knowledge of both.
  4. Expected to be knowledgeable of the regulations associated with prevention of occupational disease and injury, including the exercise of universal precautions and the prevention of contamination.   
  5. Demonstrate a positive attitude and use positive language.  Positively promotes Head Start/Early Head Start in the community.
  6. Models and exercises supervisory authority to support other employees in the execution of work duties in a manner consistent with DAEOC standards for compliance with all applicable laws, rules and regulations, including DAEOC policies and procedures reflecting best practices.  In addition, is expected to model exemplary standards of ethical behavior and exercise careful stewardship of program funds, and support those they coach/supervise in adhering to those standards.
  7. Becomes thoroughly familiar with DAEOC Employee Handbook; Human Resources Policies and Procedures; and all other DAEOC agency and program handbooks, manuals and resources


ERSEA Responsibilities:

  1. Review community assessment to ensure that the program design is meeting the community's needs. 
  2. Collaborate with the ERSEA Coordinator to review all applications to ensure all required information has been collected. 
  3. Review all applications to determine the eligibility of all children and families before placing a child on the waitlist.
  4. Maintain up-to-date applications on the ChildPlus Wait List. 
  5. Consult with Family Support Supervisors and other program staff regarding developing a comprehensive child recruitment plan according to program guidelines. 
  6. Maintain an adequate and up-to-date pool of children on a waitlist, which is prioritized according to the selection criteria at all times.
  7. Monitor the selection of children as enrollment opportunities occur to ensure the timely placement of children. 
  8. Monitor enrollment of newly selected children to ensure timely and smooth transitions between EHS and HS programs for children and families.
  9. Collaborate with Family Support staff at each site to monitor children’s attendance and analyze and address any potential barriers to regular attendance in a timely manner.
  10. Provide guidance and training to family support staff and other program staff regarding ERSEA guidelines to ensure policy compliance. 
  11. Prepare and distribute timely reports and tracking regarding ERSEA updates.
  12. Work cooperatively with community agencies as necessary.
  13. Ensure the confidentiality of all ERSEA records and data.


Program Coordination Responsibilities:

  1. Oversight and management of Child Plus, GOLD, and databases.
  2. Prepares PIR with the coordination of the School Director
  3. Prepare reports in Child Plus for monitoring and presentation purposes
  4. Provide and/or coordinate technological support to agency staff
  5. Troubleshoots in-house computer software problems
  6. Data visualization and reporting to internal and external audiences


 Qualifications and Requirements:

  • Bachelor's degree required
  • 3-5 Years Head Start experience preferred
  • Proven understanding of systems work within databases
