Job Title: Technical WriterEnd Client: MD Department of Health (MDH)Location: The primary place of performance is HYBRID, with 2-3 days per week at the Baltimore Office located at 201 West Preston Street, Baltimore, Maryland 21201, or a delegated satellite location.Pay Rate: 41-46/hr
Background:
The Maryland Department of Health (MDH) Office of Enterprise Technology needs the following resources to assist in driving multiple Major IT Development Projects over the next few years. These individuals will be deployed to support the implementation efforts needed to complete current state assessments and workflow documentation to ensure that business operations are clearly understood. These resources will play a critical role in supporting the MDH business teams, facility project teams, and other external stakeholders by leveraging their subject matter expertise to drive best practices and ensure requirements are implemented to fulfill the business need. MDH is embarking on various modernization projects including but not limited to the implementation of case management systems across multiple business areas, for example, the Maryland AIDS Drug Assistance Program (MADAP), Electronic Health Records (EHR) system, Bed Registry, Electronic Licensing systems (ELRMS), just to name a few. Our technology landscape is complex and there are many interdependencies that may require resources to work cross-functionally across multiple projects and/or business units. Resources will typically be assigned to a core project team. However, work on multiple projects may be required based on workload, allocation, and specialization.
We are looking for an individual with expertise in writing/ responding to RFI/RFP (Request for Information/Proposal), particularly someone with a strong understanding of the healthcare industry and its operational processes across various business units.
Duties/ Responsibilities:•Write proposal content, including technical sections, management and staffing sections, resumes, andexecutive summaries.•Review and edit sections drafted by other contributors.•Synthesize raw content from various sources into a cohesive and comprehensive passage.•Ensure final submission is compliant with regulations and instructions in the solicitation.•Ensure that answers provided to Subject Matter Experts (SMEs) are relevant, complete, and free ofunnecessary information.•Collaborate with business unit SMEs to secure approval for provided answers, updates, or obtain answerswhen none are available.•Work with the Project Manager to request data from teams and guide them in providing the necessaryinformation.Education:
Bachelor's degree in a relevant topical area and/or English, Communications, or a technical discipline
required. Master's degree preferred.
General Experience:
•A minimum of five (5) years of experience in this area.
•Experience preparing/helping with proposals.
•Understanding of context/country of RFP.
•Proven technical writing skills and track record of creating compelling, clear, and succinct documents.
•Exceptional organizational skills and an ability to manage competing priorities under tight deadlines.
•Proficiency in Microsoft Office, SharePoint. Google Docs.
•Ability to collaborate with subject matter experts and business leaders across various operational areas within the healthcare industry.
•A minimum of 5-7 years of experience as a writer on technical proposals.
•Strong analytical skills and ability to understand and write about complex topics.
•Strong attention to detail, including grammar, punctuation, and syntax.
Specialized Experience:
At least two (2) years of experience in preparing and editing documents, including technical documents. It also includes researching applicable standards.
