The Communications Manager is responsible for elevating the messaging around redevelopment within Sugar Land, priority redevelopment projects and department initiatives. Additionally, this position will primarily focus on enhancing awareness/education of "redevelopment" and external engagement, with the goal of building relationships with local and regional stakeholders.
As a Communication Manager, you will:
Curate, manage, and implement creative and strategic communication campaigns related to priority projects and Redevelopment initiatives, and other department initiatives as needed.Develop annual operating and communication plans, strategic KPIs, including monitoring budgets and tracking against industry benchmark performance measures.Track performance measures and report quarterly/annually on program results with an emphasis on economic impacts.Manage the content development and distribution of the department E-newsletterOversee all videography, photography and collateral development.Manage all communication contract deliverables with agencies and creative subcontractors.Develop PR strategies and campaigns around City priorities and projects and collaborate with the City's Communications team to ensure cohesive messaging.Prepare press releases, speaking points and promotional materials.Build positive relationships with stakeholders, media and the public.Take or oversee presentations to various audiences, including citizens, developers, business owners, consultants, and state and federal agencies in work associated with department initiatives.Regularly attend and present at meetings of various boards (e.g., the City Council, Sugar Land Development Corporation, Sugar Land 4B Corporation, TIRZs, etc.).Manage department webpage and applicable project webpages.Develop annual editorial calendar.Oversee SEO/SEM with the support of external communication, marketing, or PR agencies.Translate web/digital analytics, using outputs to adjust annual editorial calendar, campaign development and to broaden reach.Develop social media strategy, including social listening.Maintain open communication with supervisor, department staff in ours and other departments.Actively participate in industry associations to develop strategic alliances and further staff development.Perform other duties and responsibilities as needed or assigned by your direct supervisor or the Director.Minimum Qualifications
Formal Education:
Bachelor's degree in Marketing, Public Relations (PR), Communications, Economic Development or applicable field.An advanced degree or 2 additional years of exempt-level relevant work experience resulting in acceptable proficiency levels in the above knowledge, skills and abilities may be substituted in lieu of specific education or experience requirements.
Relatable Work Experience:Minimum five (5) years of responsible professional experience in public relations, communications, marketing, economic development, public administration or related field.A proven track record of project management, producing results across various project teams with individuals outside of one's supervision.Experience working with various municipal government departments including Executive leadership, City Council and appointed boards and commissions, state and federal agencies, consultants, developers and business owners is preferred.Municipal experience is preferred.Training (License and/or Certification):Valid Class "C" Texas Driver's License.Additional Information

LONG TERM DISABILITYThe City provides employees with Long Term Disability in the amount of 60% of your salary (depending on position category) to a maximum of $7,500 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA) if you qualify. LTD is designed to replace a reasonable portion of your income in case ofserious injury or sickness whether on or off the job. Benefits will be offset by any payments from SS, Workers Comp and other income offsets.
SUPPLEMENTAL LIFE and AD&DEmployees can elect supplemental life insurance and AD&D coverage up to $750,000 for themselves and up to $250,000 for their spouse; as well as $15,000 of life insurance for child(ren).
SHORT TERM DISABILITYThis optional benefit allows employees to receive 70% of their weekly salary, to a maximum of $1,500 per week (tax free), following either Option A: a 30-calendar day elimination period; or Option B: a 7-calendar (injury) or 14-calendar (illness) elimination period, for a maximum of 90-calendar days from on-set per qualifying incident.
