IntroductionThe Dean of Communication and Services Programs (Tech II) is charged with providing academic and administrative leadership for the Communication and Services Programs Division. Reporting directly to the Vice Chancellor of Academic Affairs, the Dean serves as an active supporter and proponent of the missions and goals of the community college campus and the University of Hawai’i system.Currently, the Division includes the following programs and service course disciplines (these are subject to change):Administration of Justice (AJ)Communication Arts (CA)Computing, Security and Networking Technology (CSNT)Cosmetology (COSM)Early Childhood Education (ECED)Fashion Technology (FT)Food Science and Human Nutrition (FSHN)Human Services (HSER)Information and Computer Sciences (ICS)Music & Entertainment Learning Experience (MELE)The division, through the ECED program, also operates three child care centers – one each at Honolulu Community College, Leeward Community College, and Kapiolani Community College.This position is the lead facilitator and coordinator of the academic and curricular programs in the division and is responsible for all administrative matters, including personnel management, space utilization, financial management, program review, and budget planning and execution. This position ensures that the academic/instruction and responsibilities of the faculty members and the duties and responsibilities of staff are performed at the highest level of achievement.This position also supports and enhances student learning outcomes and the well-being of students and provides effective leadership, direction and support in establishing, communicating, achieving, and assessing short- and long-term developmental goals and initiatives and to promote the academic and community service missions of the programs and campus. This position is responsible for developing and maintaining excellent instructional programs through the recruitment, retention, and evaluation of high-quality faculty and staff. This administrator is responsible to work with the Tech II programs on alignment and workforce development outcomes. As an important member of the student success committee, the Dean promotes on-time graduation and transfer in programs, where appropriate.II. Duties and ResponsibilitiesServes as the administrator responsible for the Division of Communication and Services Programs. Ensures that the academic/instruction responsibilities of the faculty members and the duties and responsibilities of staff are performed at the highest level of achievement, to support and enhance the education, student learning outcomes, and well-being of the students; contributes to the community; and supports the institution and the overall strategic mission and goals of the institution and respective areas of assignment and campus.Provides effective leadership, direction, and support in establishing, communicating, achieving, and assessing short- and long-term development goals and initiatives to promote the academic and community service missions of the programs and campus.Supervises and provides leadership for programs and personnel in the communication and services program division. Provides direction for divisional faculty development.Oversees academic affairs activities, including development of credit and non-credit offerings in the communications and services unit, including continuing education, federal training programs, other externally funded programs, and short-term training programs, and ensures compliance with College and University rules and regulations regarding course and program approvals.Supervises the Division Chair for the division.Serves as lead facilitator and coordinator of the academic program and is responsible for all administrative matters including human resources management, space utilization, financial management, program review, and budget planning and execution.Oversees the Schedules of Classes (SOC), assigns faculty, and assigns classroom space during the academic year and during the summer.Maintains data and files required for reporting and evaluating program effectiveness.Develops and monitors a budget and expenditure plan for all approved activities including staffing plans, equipment, acquisition plans, etc. and oversees the expenditures of funds allocated to operating units; oversees inventory and equipment (new and replacement) needs for the division.Assists the division faculty to better serve students.Coordinates, researches, and prepares reports and proposals for the division, components of the College reports related to divisional programs, and other proposals and reports as assigned. Edits division’s part of the College’s program review reports.Provides leadership in the development of plans for the division, including division-level activities in the College’s Strategic Plan and plans to meet student and employee needs. Adjusts plans to reflect changing conditions and policies.Researches and prepares proposals for external funding through appropriate grant sources. Administers grants. Serves as a resource person and facilitator to faculty engaged in grant preparation and implementation.Serves on committees as assigned. Assumes other responsibilities assigned by the Vice Chancellor of Academic Affairs or the Chancellor. As part of the administrative staff, initiates or contributes to the development of improved internal management practices and procedures and solutions to college-wide problems.Actively engages in scholarship and/or professional activity in the subject area of the respective program(s). This expected commitment is in line with the management nature of the position.Responds to requests for information, problems, adjudicating disputes and grievances, within the established guidelines and collective bargaining agreements.Coordinates, with the assistance of other College units, support services to provide the maximum benefits and services for students. Assists with investigations and Title IX regulations.Serves on various campus-wide committees and takes leadership roles on assigned initiatives.Serves as the administrative liaison to the UHCC CTE Deans Committee. In addition to the oversight of the Perkins grant funds for the UHCC system, this committee advises the Vice President on matters concerning all CTE programs system-wide.Oversees the budgeting and fiscal management of College Perkins-funded projects. Assists with the preparation project requests and budgets, supervises expenditures, and prepares year-end reports to the system office.Oversees the Emeritus College and SeniorNet Learning Center, when applicable.III. Minimum Qualification RequirementsMaster’s Degree or equivalent.Attained the academic rank of C-4 (associate professor) or have a demonstrated record of comparable professional experience prior to appointment.Experience in an institution of higher learning involving teaching, counseling or academic support responsibilities.Demonstrated experience in carrying out administrative and/or supervisory responsibilities.IV .
