Please read the information in this job post thoroughly to understand exactly what is expected of potential candidates.Position Overview:ANSER is seeking a Tactical Communications SME to support the DoD CIO Tactical Data Link (TDL) Modernization team. The objective of the team is to promote an agile, robust, interoperable, and collaborative tactical information environment through the exercise of DoD policy and oversight to enable warfighters, intelligence assets, and mission partners to leverage TDLs for secure, resilient, tactical communications in all domains and across all environments.Day to Day Responsibilities:Provide comprehensive oversight of the DoD’s TDL radios, waveform development, and security requirements.Develop TDL modernization strategy content to shape the direction of the DoD's TDL efforts.Draft TDL policy to support the DoD in achieving TDL modernization goals and enhancing Joint, Allied and Partner interoperability.Coordinate taskers (CATMS) with Combatant Command, Service and Agency Staff Officers.Facilitate the tactical interoperability of transport networks and improve communications network planning.Perform engineering and synchronization studies, assessments, and analyses.Facilitate capability development, transition management, and identification of tactical communications issues and developing alternatives for those issues.Establish and oversee TDL agreements for sharing communications systems and services with allies to ensure interoperability.Engage with key allies and partners in cooperative development efforts and demonstrations to improve information exchanges at the tactical edge.Provide subject matter expertise to DoD and Interagency technical working groups with TDL equities.Coordinate vendor capability briefings and evaluate vendor capabilities to provide required TDL products and services.Required Qualifications:Active TS/SCI clearance.Master's degree in field relevant to position.15 years of relevant experience (or 17 years of relevant experience with bachelor’s degree) in financial analysis, budgeting, or project management, preferably in a government or defense-related environment.OSD, Joint Staff; or Service headquarters experience.Demonstrated familiarity with tactical communications vendors and technologies.Demonstrated familiarity with Joint TDLs, including Link-16, TTNT, Link 22, MADL, IFDL, VMF, and/or related data links.Briefing and organizational skills, including DoD issuance, strategy or related enterprise document experience.Preferred Qualifications:Excellent oral and written communications skills.Link-16 network design and operations, including Joint Interface Control Officer (JICO) training.Knowledge of Link-16 Cryptographic Modernization, Advanced Capabilities, and associated modernization efforts.Awareness of Combined Joint All-Domain Command and Control (CJADC2) and the enabling role of TDLs.Experience with RF waveforms, communications gateways, and network development.Experience conducting technical and programmatic research and providing information & decision papers.Knowledge of Open Systems Architecture development and implementation.Experience coordinating, sponsoring, and facilitating large scale technical meetings/conferences.
