Job Description:Parsons is looking for an amazingly talented Lead Design Manager to join our Rail Transit team! In this role you will lead our design team on large Design Build and Alternative Delivery Projects working alongside our Contractor partners. We are seeking candidates that have led Design Teams to deliver rail transit systems and/or facilities for our clients. In this role, you will perform project planning, define project goals, and devise methods to organize and deliver the engineering tasks necessary to accomplish the work. Potential owners/clients you would be supporting would include Sound Transit, HART, TriMet, etc. In addition, you will develop an in-depth knowledge of client objectives while implementing contract terms and corporate policies, and manage budgets and schedules to meet the financial goals of the project. Further, you will lead the project execution to meet the customer’s requirements and criteria.What You’ll Be Doing:Responsible to formulate marketing and pursuit strategies working alongside the business development team, including:teaming partners strategies in various capacities on large design-build pursuits.in-depth knowledge of client objectives, contract terms, and corporate policies, and familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.support for the proposal development and price negotiations with subcontractors and contractors.experience in leading a project from Concept/Initial Project Definition to 30% including accurate costing/schedulingCoordinate with third parties regarding requirements, agreements, regional entities, utilities, codes, Authorities Having Jurisdiction, adjacent businesses or stakeholdersProvides direction, scope and commercial performance management for large scale Design-Build and/or Alternative Project Delivery (ADP) projects to meet project goals and objectives and ensures on-schedule completion within or below budget in accordance with contractual obligations. Project scope may include, but not limited to:Masterplan, design and / or integrate Transit Oriented Development (TOD).Design and construction of light rail vehicle (LRV) operations and maintenance yards and facilities.Integration of the transit projects with urban design, master planning, real estate development, regional connections and community considerations.Design, coordination and construction integration of fixed facilities.Minimizing impacts to the public.Protection of the environment, implementation of sustainability strategies and LEED metrics.Work with transit agencies, municipalities, third parties, and utilities.Work with Contracting partners to design and implement cost effective solutions.Acts as the Company representative with the client and selected subcontractors during the program execution.Negotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client. Follows up on instructions and commitments associated with the project.May participate in negotiations with regulatory agencies and in public meetings in support of clients.Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
