The pay range above represents the minimum and maximum rate for this position in California. Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range. Salary range will vary for remote positions outside of California. POSITION SUMMARY The Medicare Marketing and Communication Manager reports directly to the Director of Communications and is responsible for the creation, approval, production and distribution of all operations and regulated, member, prospect and provider communication materials in compliance with State and Federal regulatory requirements for all Medicare Advantage Duals Special Needs Plan (D-SNP) marketing, communications, and branding functions in alignment with overall D-SNP strategy. The Medicare Marketing and Communication Manager is responsible for planning and executing a wide range of print, digital and in-person activities focused primarily on people with Medicare that promote engagement and ensure positive member and provider experience. ESSENTIAL FUNCTIONS Job Function & Responsibilities • Enhances member experience and advances the D-SNP strategy by managing the creation, approval, production and distribution of all operations and regulatorily required member, prospect and provider communication materials related to the Medicare D-SNP line of business, such as Sales Kits, Benefit Highlights, Summaries of Benefits, Medicare Provider Operations Manuals, ANOCs, EOCs, digital footprint, website, direct mail, newsletters, enrollment materials, e-mails, advisory committee artifacts, sales conversion materials, radio, video productions, public relations content, media campaigns in compliance with CMS and other applicable regulations. • Develops and implements effective marketing campaigns by understanding the underlying objectives and then applying marketing and industry expertise; manages project teams including both internal and external participants. • Oversees content, design and production of prospect-facing marketing collaterals, direct mail, digital ads, advertisements, web pages, and events by applying expert knowledge of marketing principles for Medicare Advantage D-SNP line of business. • Leads planning and communication efforts of company-sponsored events, including, but not limited to, health fairs, town halls, policy forums, and webinars for Medicare Advantage D-SNP line of business. • Works with contracted vendors to meet department deliverables (e.g., graphic design, member mailings, newsletter production, ad placement) and ensure that their work is consistent, of high quality, and delivers cost-effective outcomes for GCHP. • Partners with the vendor management team on external marketing, communication, and branding vendors and acts as a subject matter expert (SME) for Medicare to assess relationships and performance. • Develops and implements communications policies, procedures, and job aids. • Supports communication efforts during crisis situations, including, but not limited to, data breaches, natural disasters, and health care crises. • Edits and proofreads written materials for quality and adherence to appropriate writing style. • Ensures that all assigned Medicare marketing materials and programs are consistent with the brand looks, tone and feel by understanding the broader marketing strategy, and by applying brand standards and professional design practices. • Ensures compliance of all assigned Medicare marketing materials and programs by maintaining detailed understanding of relevant regulations and by working collaboratively with the Compliance department. • Manages the cost of design, development, and production of Medicare marketing materials to support the Director of Communication in maintaining cost center balances. • Analyzes and reports on Medicare market research within local, community, State, and Federal agencies within the Medicare Advantage industry. • Conducts target outreach to community-based organizations, provider groups, member prospects, and current members to stimulate interest that leads to benefit design and/or enrollments in the D-SNP line of business in alignment with overall D-SNP strategy as set by the D-SNP leadership. • Works with D-SNP leadership to identify and close initial operational and analytical gaps to ensure a successful D-SNP go-to-market launch and performing ongoing assessments to ensure successful operational program management. • Collaborates with D-SNP leadership on identifying opportunities and assisting in training to increase the marketing, communications, and branding skills and knowledge of the D-SNP product. • Duties may also include additional communication activities as assigned by the Director of Communications. MINIMUM QUALIFICATIONS Education & Experience: Required Education and Experience: • A Bachelor's degree in Business, Marketing, Journalism, Public Relations, Communications, or related field. • Minimum of 8 years experience in Medicare Advantage marketing and communications. • Minimum 2 years experience in Medi-Cal communications. • Minimum of 2 years experience in project management, including strategy development, regulatory compliance, and production expertise at a health care organization, non-profit, or government agency. • Knowledge of CMS Medicare Advantage regulations required. Preferred Education and Experience: • Master's degree preferred. • 10 years of experience preferred. • Bilingual in English and Spanish is preferred. • Background in health education, health information, and/or general wellness a plus. • Strong project management, planning, organizing, and/or coordinating experience. Equivalent In lieu of degree: • Will accept experience in any combination of academic education, professional training, or work experience, which demonstrates the ability to perform the duties of the position. • Four years of experience must be added in lieu of a bachelor's degree. Technology & Software Skills: • Advanced computer skills, including proficiency in Adobe Acrobat and Microsoft Office, including Word, PowerPoint, Excel, Outlook, and SharePoint. • Understanding of web platforms, digital advertising, e-mail automation platforms, CRM platforms, Adobe Suite, and MS office.
