Description

San Mateo County's Health IT Department seeks a qualified

IS Business Analyst III.

The individual will work under the direction of the Health IT Operations Manager. The incumbent in this position performs complex and varied systems maintenance, operational duties, and/or modification of application systems; serves as a technical leader and subject matter expert in specific area(s); serves as a liaison between system users and information technology staff, vendors, and service providers; provides technical and analytical support and training to system users; performs system administration functions to ensure security and effective operation; develops and maintains a variety of automated files, records, and databases; prepares and distributes new procedures, training materials, and a variety of scheduled and adhoc reports; and performs related work as required. This position will support multiple divisions within the Health System such as Administration, Aging and Adult Services, Correctional Health, Emergency Medical Services, Environmental Health, Family Health, Finance, and Public Health, Policy and Planning.

This is the advanced journey-level class in the IS Business Analyst series. Incumbents serve as subject matter experts in specific area(s), perform complex and varied technical support, serve as a liaison between system users and information technology staff, vendors, and service providers for County-wide systems or applications, and frequently solve problems or establish business process redesign improvements requiring analysis of unique issues or problems without precedent and/or structure. Employees at this level are required to be fully trained in all procedures related to assigned area(s) of responsibility, working with a high degree of independent judgment, tact, and initiative. This classification is distinguished from the IS Business Analyst II by the complexity and size of the applications supported and the amount of discretion exercised when solving problems and developing resolutions.

The

Ideal Candidate

will possess:

Experience managing the Microsoft Azure environment, establishing and maintaining network configuration, VMs, database warehouses, storage, automation scripts for file transfers, system restarts, updates, etc. Ensures the environment is maintained within vendor supported versions/releases and security patching levels. Working knowledge and understanding of current network infrastructure, protocols and standards, system interfaces, and workstation operating systems. Knowledge and experience of the software development life cycle, including documentation of requirements, development of specifications documents, system and data flow diagrams, data conversion, testing scripts, requirements tracking and RACI documentation. Proficiency of systems/interfaces and providing guidance to lower-level business analysts in analyzing issues and development and implementation of solutions. Experience with the organization's core software applications: Q Case Management, Pano PA/PG, MyAvatar, Envision/ECR, Harvest, Telcor, Vital Docs, CheckPoint. In addition, highly desirable skill sets of the IS Business Analyst III include the following:

Understanding of basic project management methodologies - tracking scope and schedule, defining work breakdown structures, change control and risk/issue management. Previous experiences managing an application development workstream (ex. interfaces, data migration, reports developments, software enhancements), including defining project plans, deliverables and documentation requirements. Ability to draft work breakdown structures and identify key deliverables/outcomes requirement for various phases of software development projects. Ability to oversee/facilitate other lower-level business analysts in execution of work and tracking status of progress. Examples Of Duties

Duties may include, but are not limited to, the following:

Modifies existing systems and/or the implementation of new systems by developing, writing, and disseminating procedures that utilize new or changed system applications and by evaluating system modifications in response to operational, program, and/or regulatory changes. Receives requests for assistance related to the use of department and/or program systems and software applications; determines severity of problem and resolves or refers to appropriate personnel or vendor for resolution. Leads a variety of system user and work groups to identify user needs and operational, programmatic, and/or regulatory changes affecting application requirements and other related issues. Coordinates and directs the work of software vendors to identify and resolve programming and other operational problems; coordinates the scheduling of corrective patches and upgrades between vendors and staff; interacts with vendors, external agencies, auditors, or other staff to obtain requested data or special reports. Designs and implements training of staff on the information systems used by the department and/or program; requests adhoc reports. Develops and executes system test plans to ensure application performance conforms to specifications; modifies technologies to correct errors and optimize system performance and cost-effectiveness. Serves as technical lead for assigned projects, including developing project budget and allocating resources, gathering user and systems requirements, working with vendors, contractors, project managers, and other project staff, installing, configuring, testing, and providing general technical support, and developing technical and user documentation. Provides direction during major systems incidents to ensure an expedient response and resolution; maintains communication with all stakeholders; identifies underlying problems causing incidents and designs, proposes, and implements resolutions. Functions as a liaison between project managers, analysts, data specialists, communications specialists, and client systems specialists to ensure standards and protocols are maintained; assists in coordinating activities with other information services staff. Provides recommendations to managers and supervisors on the development of long- and short-term system infrastructure plans. Participates in the review and recommendation of contracts with outside vendors and consultants; administers, monitors, and evaluates contract scope of work; reviews design documents to ensure technical integrity. Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems. Provides training to users and other technical staff and advises on best practices. Performs other duties as assigned.

Qualifications

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from a four-year college with major coursework in public administration, business administration, information systems, or closely related field and four (4) years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least two (2) years of experience in the planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities and specific to the specialty area assigned which includes report design, writing, and generation; business analysis; technical writing; system administration; vendor relationship management; and/or departmental information security. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

Advanced principles and practices used in adapting information systems to business needs and communicating those needs to information systems professionals and vendors. Various information technology platforms and operating systems. Advanced principles and practices used in the analysis and development of procedures and information systems associated with assigned operational and/or program area. Advanced principles of relational database management and systems integration analysis and programming. Advanced principles and practices of programmatic analysis and report preparation. Advanced information systems and data processing concepts. Principles and practices of contract and vendor relationship management. Department and County systems, policies, programs, and practices related to information systems. The organization, operation, and functions of the department as necessary to assume assigned responsibilities and to determine appropriate point of escalation. Principles and practices of project management. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Modern office practices, methods, and computer equipment and applications related to the work. Record keeping principles and procedures. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for providing a high level of customer service by effectively dealing with users, vendors, external agencies, and County staff. Ability to:

Provide advanced technical and analytical support to users of department and County systems and applications. Communicate with department personnel to identify and translate complex information needs into system requirements. Communicate business information system needs to system vendors for the complex design, development, and/or enhancement of system applications. Conduct complex research projects on a wide variety of software and systems issues, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. Collect, analyze, and interpret procedures and data; develop sound conclusions, recommendations, and solutions. Research, develop, and recommend cost-effective technical system improvements. Develop and implement comprehensive computer operations-related projects and training programs. Lead focus groups or working sessions to establish new processes or technical design for improvement. Perform analyses of business and system requirements and needs; identify, evaluate, and solve systems problems; design and implement new or revised systems and procedures; provide technical advice and consultation, and ensure efficient computer system utilization. Deal tactfully with the customers and staff in providing information, answering questions, and providing customer service. Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, rules, and regulations. Establish and maintain a variety of filing, record keeping, and tracking systems. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Operate modern office equipment including computer equipment and specialized software applications programs. Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
