Position Summary Assist the Planning Supervisor in the development and review of Technical Work Documents and associated Re-entry Controls, re-certification testing, and Objective Quality Evidence required to support a Project's contracted work. Fully proficient individual contributor. Makes decisions on complex and difficult situations independently. Broad knowledge of own professional discipline, and general knowledge of related disciplines. Builds relationships within and across teams and delivers key technical content to influence stakeholders. Duties & Responsibilities ESSENTIAL Assist the Planning Supervisor in the development, review, delivery, and changes to Re-Entry Control (RECs) documents, Task Group Instructions (TGIs), Job Material Lists (JMLs), and other Technical Work Documents (TWDs) supporting contracted work. Strong ability to review RECs, TGIs/TWDs, and JMLs for administrative and technical accuracy and quality. Assist the Planning Supervisor in the Bid and Proposal process by working with an Integrated Project Team to develop Work Breakdown Structures (WBS) and Engineering Estimates from Statements of Work (SOW) and Requests for Proposals (RFQs). Review and analyze historical data, lessons learned, and other associated information to generate Engineering Estimates for future work. Demonstrate a broad and detailed knowledge, understanding and application of requirements in the OII-MSD Submarine & Deep Submergence Systems Quality Assurance Manual, Submarine safety Certification Boundary Book(s) (SSCB), SUBSAFE Requirements Manual (SSRM), Submarine Level 1 Material Identification and Control (MIC) Boundary Book, and OII-MSD Process Instructions. Assist the Planning Supervisor in reviewing and maintaining various internal databases supporting development and maintenance of engineering products. Attend Project meetings, as directed, and provide accurate timely status and meaningful input as it pertains to the development and delivery of engineering products. Assist with the incorporation of information from Project Hotwash/Lessons Learned meetings to ensure engineering products are adequately reviewed, lessons learned identified, and necessary technical work document changes identified and incorporated. Assist the Planning Supervisor with technical staff and reviewers to resolve discrepancies and conflicts while TGIs are in the review and approval process. Has an in-depth knowledge of reading, understanding and interpreting blueprints, drawings, schematics and specifications to validate content of engineering products and determine testing requirements. Provide mentorship and aid in the development of new/junior planners. Develop and present training to induvial planning teams and the department. Assist the Planning Supervisor by managing and coordinating efforts and taking the lead on assigned projects. Produce quality TGIs/TWDs and RECs with consistency and low error rates. Must be able to stay on/under budget on assigned work. Show strong ability to perform all Planner I and Planner II duties without Supervisor Intervention Develop and present training to induvial planning teams and the department. Continuous development of skills needed to become Supervisor in the future. OTHER DUTIES AS ASSIGNED The above list is only a representative sample of what the Planner III may be asked to do.
