Job Description
MSM Technology has an immediate need for an individual who can bring experience and the desire to work in a role as our Senior Technical Proposal Writer. The ideal candidate will be a self-starter, require minimal supervision, and will be able to write the technical and management sections of RFX responses, and lead proposal responses. This position requires an excellent work ethic, organizational, written and verbal communication skills.
The Senior Technical Proposal Writer should be capable of developing compliant and compelling technical proposal response content and producing proposal sections or volumes with minimal assistance from others. The ideal candidate will possess demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to create high-quality material.
The Senior Technical Proposal Writer is responsible for proposal development (written, oral presentation, overall submission) from the receipt of RFX through post submission debrief - including the following tasks:
- Read and analyze RFP's and prepares compliant response outlines, drafts technical proposal content for readability, consistency, clarity, and to meet requirements.
- Develop new technical content in support of responses to RFX and marketing opportunities to include white papers.
- Write, edit, and rewrite technical sections; maintain document configuration management and control.
- Write non-technical proposal sections to include intros, executive summaries, management approaches, quality plans, past performance, and customize resumes to address requirements.
- Develop and integrate proposal themes, discriminators and key success factors based on Capture guidance.
- Develop compliant and compelling proposal narrative by translating technical solutions, strategies, and themes into easily understandable and readable responses.
- Improve the readability and clarity of text by using active voice and concise language and minimizing jargon.
- Lead proposal content storyline development sessions with Solution Architects, Subject Matter Experts (SMEs) and key stakeholders to clarify implementation approach, services, and products proposed.
- Write, rewrite, edit and expand past performance sections, including translating SOW/PWS data into proposal response content.
- Ability to write and detail concise position requisitions specific to requirements and RFX for Key and Non-Key personnel, enabling HR to recruit for qualified candidates.
- Ability to edit, update and add content to proposal resumes based on the requirement and candidate experience.
- Create style sheets and acronym lists that are customized for each proposal effort.
- Resolve issues with originating authors or team members
- Select, recommend, or create layouts, graphics, drawings, tables, exhibits, illustrations, charts, or storyboards to amplify or clarify the proposed solution.
- Minimize style differences from multiple authors and contributors.
- Demonstrate an outstanding level of commitment to each proposal effort.
- Proven track record of collaborating in a team environment to get the job done under all circumstances.
- Participates in special projects as required.
- Contribute to ISO activities.
- Must be a full U.S. Citizen.
- Bachelor’s degree in fields of: Computer/Engineering, Communications, English, Social Science, or technical discipline consistent with the aforementioned domains or relevant experience.
- Must possess a passion to win.
- Must be self-starter with abilities to move quickly from project to project while dealing with stakeholders.
- Minimum 10 years as a Technical Proposal Writer responding to DoD and Federal Civilian solicitations, including in the IT industry
- Minimum 10 years understanding of the business development life cycle in federal, state and local, or commercial domains.
- Expert 'power user' experience with MS Office Suite, (Word, Excel, Outlook, PowerPoint).
- Expert at proposal formatting and technical writing - Shipley Proposal Training (or similar).
- Must be able to work independently and have the ability to wear "many hats" as is required in a small business work environment.
- Must have the ability to work multiple priorities simultaneously.
- Must have the ability to work outside of traditional hours and occasionally on weekends as required.
Preferred Qualifications and Skills:
- IT technical background is preferred with experience in the specific field of IT modernization with related technical knowledge.
- APMP Membership and APMP Practitioner Level certification or higher is preferred.
- Experience with similar technical proposal development and processes is preferred, including in the areas of network engineering, cybersecurity, Agile software development, cloud services, data analytics, help desk, and emerging technologies
- Proposal management experience coordinating the proposal work of others (SME's, Teammates, Consultants, etc.), and managing a proposal effort to completion is desired but not required.
