Team Carney is seeking a part time experienced Proposal Writer to support our Business Development team. Our proposal writers have experience writing multi-volume, complex proposals for federal agencies, skilled at writing content and ensuring compliance with all federal regulations. The successful candidate will collaborate with subject matter experts (SMEs), technical staff, and external resources to craft compelling, compliant, and winning proposals.
This is a part time REMOTE position.
Key Responsibilities:
+ Write, edit, and proofread proposals for clarity, accuracy, flow, and alignment with company standards and guidelines.
+ Develop compliance matrices, outlines, and proposal templates to ensure adherence to solicitation requirements.
+ Respond to and review RFPs, ensuring all submissions are error-free and compliant, including grammar, spelling, and RFP compliance with federal regulations and guidelines (e.g., FAR, DFARS).
+ Establish and monitor proposal timelines to ensure on-time delivery while managing multiple concurrent proposal efforts.
+ Track and monitor proposal data and maintain detailed documentation for proposals and contracts.
+ Assist in maintaining proposal content libraries, including past performance and boilerplate sections and key proof point.
+ Support the use of Proposal Management or Content Management software and other tools to streamline proposal development.
+ Maintain organized records of all proposal documents, submissions, and awarded contracts.
Required Qualifications:
+ Bachelors degree in Business, Communications, Technical Writing, or a related field.
+ 5+ years of experience writing multi-volume federal proposals, with a proven track record of success.
+ Comprehensive understanding of the federal government contracting environment, including knowledge of FAR/DFARS.
+ Strong writing and editing skills, with excellent attention to detail.
+ Exceptional project management and organizational abilities, with experience handling multiple concurrent proposals.
Preferred Qualifications:
+ Familiarity with proposal software or management platforms (e.g., SharePoint, GovWin). Shipley trained/Equivalent preferred
+ Knowledge of Training Instruction and Curriculum Development and ISD Knowledge/Experience
+ Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, SharePoint).
+ Basic graphic design skills or experience working with designers is a plus. (Basic knowledge of graphic design software, such as Illustrator, Photoshop, Canva).
Posted Salary Range: USD $60,000.00 - USD $150,000.00 /Yr. Equal Employment Opportunity:

The projected compensation range for this position is provided within the posting and is based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Team Carney's total compensation package for employees.
