Digital Consultants is seeking a Web Developer Team Lead to join our contract providing the Army Communication Electronics Command (CECOM) with IT Support Services. This position will be responsible for leading a team of 2 web developers who will provide web development services for 3 existing CECOM sites and 7 subsites. This position and its team will be located at Army Aberdeen Proving Grounds, MD. Performance of contracted functions may be carried out from alternate work locations on a case-by-case basis with prior concurrence from CECOM and the supported Requiring Activity.


Duties to include:

  • Work closely with Project Manager, customers, and other staff members to collect requirements, estimate work, and ensure that tasks are deployed according to schedule.
  • Provide deployment and maintenance of CECOM’s public facing websites. These websites are built and hosted in a Microsoft Azure Impact Level 2 Commercial cloud Hosted on the Public internet.
  • Provide System Administration and Content Management for Cloud-Hosted CECOM websites.
  • Design and envision new web-based systems in response to customer business requirements.
  • Incorporate Cyber-Security best practices to build secure resilient web applications. Application and security Development STIG.
  • Perform daily data backup, and store recovery media off-site at a location that affords protection of the data in accordance with its mission assurance category and confidentiality level.
  • Provide the appropriate physical and technical protection of the backup and restoration Government furnished hardware, firmware, configuration information, and software.
  • Provide testing and support for disaster recovery procedures that provide for the resumption of mission critical or business essential functions within the specified period from activation in accordance with the mission assurance category of the system being recovered.
  • Perform network monitoring activities to ensure all production environments are fully functional, available, and meeting performance specifications. The Contractor shall ensure all environments such as Windows, Solaris, NIPR and SIPR are fully operational, secure, within capacity and maintain redundancy.
  • Perform website development and maintenance; database management; application support testing and release management; and information assurance support.
  • Developers are expected to stay up to date on potential threats to websites deployed resulting from the technical stack employed or the deployment configuration.
  • Test code, features, business rules, and integrations.
  • Troubleshoot and fix websites, application, and user support issues.
Requirements:
  • US Citizenship Required.
  • Single Scope Background Investigation (SSBI) Clearance required, as minimum.
  • Certifications: DoD 8140.01 Baseline Certification (Security+ or equivalent as specified in the DoD 8140.01) – IAT Level II.
  • Bachelor's degree in Computer Science or related field or equivalent work experience required.
  • 5 or more years of related experience, including content management systems; website development and maintenance; MS SQL development and support; backup and recovery operations; information assurance support; application support operation; application support testing and release management; and application support SQL design, development, and maintenance.
  • 3 Years experience deploying and supporting websites in Microsoft Azure.
  • Professional experience using: HTML5, CSS4, JavaScript9, C# (.NET CORE, RAZOR, ASP.NET, MVC architecture), Azure SQL services, Azure Application services.
  • Substantial experience in designing, building, & implementing software solutions in an agile environment.
  • Good understanding of secure web programming practices and security issues as they pertain to web applications.
  • Understands the fundamentals of iterative development.
  • Understands Continuous Integration/Continuous Development.
  • Understands the value of commitments to delivery made by a development team.
  • Ability to effectively prioritize and execute tasks in an environment with high visibility and similarly high expectations.
  • Collaborative, customer-focused and able to create visible value.
