As the Health Promotion and Education Office Director , you will serve as a key leader within the Executive Office of Public Affairs and Equity, overseeing OPAE’s mission to provide timely, culturally relevant, accessible, evidence-based information, fostering equitable access to public health services and resources. As a member of the office leadership team, our Health Promotion and Education Office Director represents the Center for Health Promotion and Education and works closely with the other center leaders, division leaders, and OPAE leadership to solve problems, address issues and find new ways of working together to further the mission of the office and agency. The Health Promotion and Education Office Director is responsible for regularly reporting to agency executive and leadership teams to ensure awareness of key health promotion, education, and communications opportunities and challenges. The director provides the vision and leadership for the agency’s health education and promotion priorities, administers and implements the agency’s DOH’s health education and promotion, social marketing, and campaign strategies to achieve the highest possible standard of quality, timeliness, and consistency that align with a “customer focused” and “outward mindset” health promotion and education plan. The Director is responsible for the planning, coordinating, and directing of all activities of the Center for Health Promotion and Education. This also includes ensuring accountability measures are taken related to performance and behavior within the Center for HPE programs, including public education, media activities, and a wide range of print and electronic publications and websites. This position works with the Secretary of Health, the department’s agency leadership team, legislature, other state agencies, and national partners to lead DOH’s extensive health education and promotion programs. Responsibilities: Strategic Management: Oversee the development, application, and implementation of health promotion and education related policies associated with social marketing, agency health promotion and education guides, and agency publication guides. Update and create the agency’s health promotion and education plans and branding. Ensure health promotion and education activities align with state and agency level decisions and policies. Leadership and Team Development: Direct, develop and implement health education, health promotion health literacy, public involvement and social marketing strategies that address opportunities and conflicts across the entire spectrum of the agency’s activities and issues. Make decisions related to resource management, recruitment, hiring, budget expenditure and allocation, agency health promotion and education issues. Authorizes health promotion and education and public involvement consultant contracts, video scripts and work plans, interagency agreements and invoices. Supervision and Financial Liaison: Prioritize and direct the management of resources to accomplish all elements within budget and schedule. Guide the health promotion and education spending for agency-wide health promotion and education initiatives. Manage statewide health promotion and education consultant contracts. Make decisions and recommendations on how to spend and manage an annual $13 million budget. Strategic Partnership: Make recommendations to the Agency Leadership and agency program managers on health promotion and education strategy. Provide leadership, vision and direction to the program managers in the Center for Health Promotion and Education. Liaise with peers and superiors to set health promotion priorities and apply resources in line with those priorities. Advises on effective collaboration with partners and community outreach activities. Preferred Qualifications and Experience: Experience may have been gained concurrently though a combination of education, professional experience and paid or unpaid experience. Experience can substitute for education on a year for year basis. Bachelor’s degree in communication, public health, public or business administration or related degree. Eight years professional experience managing communications, health promotion, health education, and staff. Ten years’ experience working for public health, policy/plans development, analysis and/or evaluation of health promotion, health communications, education. Five years’ experience developing health promotion and communication strategies for diverse audiences, and reaching community markets that are underrepresented, vulnerable, or historically marginalized. Experience formulating and implementing policies and procedures and translating strategic plans into detailed goals and objectives. Demonstrated experience developing a health promotion and education program for an organization that implements equity strategies and ensures culturally and linguistically appropriate engagement with audiences. Additional Desired Qualifications: Master of Public Health, Communications, Public Administration, or related post-graduate education. Core Competencies and Expectations: Executive level written, verbal, & presentation skills; builds consensus when communicating with a variety of audiences. Makes timely judgments and decisions where there are few established precedents with the potential to impact citizens, communities, and agency effectiveness. Strong/advanced level technical skills demonstrated through a wide-ranging portfolio of health education, health communications products and social marketing. Exceptional leadership skills to coach, mentor, train, and provide clear direction to professional staff, manage teams effectively and facilitate cooperative solutions in a timely manner. A mobile work schedule will be established with the supervisor depending on the needs of the business.
