Job Description
FSB is seeking a Federal Project Manager with experience managing complex projects to support our Federal Market team and clients. The Project Manager (PM) is responsible for leading, managing and overseeing all activities on assigned projects. The PM is the representative of the project in the office, acting as the primary advocate and point of contact for the client. The PM is responsible for overall project performance including quality, budget, and schedule.
Responsibilities:
- Routinely communicate with the Market Sector Principal regarding project status
- Develop the Project Strategic Plan with input from the Market Sector Principal
- Execute the goals of the Project Strategic Plan
- Implement strategic objectives established for projects within the Federal market sector, including federal guidelines and processes
- Oversee and guide the project development of state-of-the-art federal facilities involving sensitive compartmentalized information, and the latest in military aviation.
- Prepare and negotiate scopes of work and fee proposals with outside consultants with Federal Market Sector Principal oversight
- Develop the production budget and schedule in collaboration with Market Sector Principal
- Input and update the project budget and schedule into company Accounting software communicating with the accounting team all project direct and indirect costs and billing forecasts
- Organize and conduct all client meetings, including a unique and collaborative submission and review processes
- Coordinate and oversee that Project Execution Plan is executed by Team Lead and team
- Responsible for project profitability, budget and schedule performance, and quality requirements
- Oversee and provide input on project team member work plans to ensure that projects are delivered to meet budget, schedule, and quality requirements
- Collaborate with Project Team Leader and Independent Technical Review (ITR) professionals concerning the project quality control plan and its implementation
- Coordinate with Discipline Directors, other PMs and Market Sector Principal regarding workloads and resource allocation within the market sector
- Communicate with Discipline Directors on project status, manpower needs and/or other issues needing resolution
Leadership:
- Lead by example and model behavior to reinforce and exemplify the FSB Guiding Principles
- Support FSB goals of delivering a high-quality product to clients and delivering work on time and on budget
- Proactive and responsive to client needs and to the development of long-term client relationships
- Coach and teach staff members how to communicate, problem solve and take appropriate initiative
Marketing and Business Development:
- Assist FSB in successfully securing new work by seeking out opportunities to improve marketing and business development related skills
- Assist Market Sector Principal in preparing marketing proposal materials and participate in interviews as required
- Prepare preliminary fee and schedule proposals in collaboration with the Market Sector Principal.
- Negotiate the scope of work and fee with the client or support the Market Sector Principal in this effort
Project Role:
- Day to day contact for the client during the project
- Responsible for all project related communication with the client during a project
- Lead all Project Team Meetings, except recurring team meetings, (with support of Project Team Leader)
- Take a proactive stance on all project related issues, both with the client and the project team, anticipating issues and working to resolve them before they become a problem
- Ensure that the project budget and schedule are adhered to throughout the project and that the project is at the appropriate quality level
- Regularly communicate with the Project Team Leader regarding scheduling, task assignments, manpower levels, Quality Control, project specific issues, project deliverables
- Provide mentorship and guidance to Team Leader and all other team members as appropriate
- Communicate and work closely with individual project team members as required
- Distribute timely responses to all client inquiries
- Lead and/or support project meetings with the client (in conjunction with the Principal)
- Review, edit and distribute the list of issues and action items with the client
- Negotiate project issues with the client including changes in scope and schedule (with input from Market Sector Principal)
- Maintain a close relationship with the client both during and after the project
- Review project specifications and develop the front-end specifications
Staffing:
- Participate in formal employee review process as required
Required Skills:
- Competent at addressing large groups of project stakeholders
- Proficient in organization and time management
- Proficient in reading scope of work documents, drawings, and specifications
- Proven ability to prioritize to meet deadlines and provide high quality service to clients
- Proficient in Project Management Process
- Adept in consuming work performance data, information, and reports to assess projects
- Proficient in Microsoft Office Suite: Word, Excel, Outlook, PowerPoint, Teams, Project
- Experience in Deltek Vantagepoint preferred
Education and Experience:
- Bachelor’s degree in Architecture, Engineering, Construction, or related field
- Licensed Architect or Licensed Professional Engineer (PE) required.
- PMP preferred
- Project Management experience preferred
