General Summary & Essential Responsibilities

JOB SUMMARY
Develop and manage internal communications strategies, channels and methods that advance the organization's communications goals with internal audience. Coordinates and manages the flow of promotional communication targeted to staff. Increase employee engagement, improve brand management and foster the organization's culture among employees. Ensure all internal communication is clear, consistent, and aligned with the organization's mission, vision and values.

ESSENTIAL JOB FUNCTIONS
  • Establish an internal communications strategy in conjunction with county leadership, to include department heads.
  • Ensure organizational initiatives and projects are successfully communicated to employees and stakeholders.
  • Plan, edit and write content for a variety of internal communications mediums, including email updates, newsletters, intranet content, videos, and presentations.
  • Deliver presentations at organizational events.
  • Draft messages or scripts from senior administrators for presentation to employees in written or spoken form.
  • Ensure internal communications messages are consistent across all mediums and for different departments of the organization.
  • Ensure internal communication messages are consistent with external communication messages.
  • Respond to feedback from staff and adjust communications content accordingly.
  • Handle the internal communication response to crisis situations which affect organizational perception and reputation in an expeditious manner.
  • Advise senior executives of developments throughout the organization, either face to face or through regular written communication
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Min. Education, Licenses and Certifications

Education and Experience:
An equivalent combination of relevant training, education and experience:
  • Bachelor's Degree
    1. Preferred:
      • Communications
      • Journalism
      • Marketing
      • Political Science
      • Public Relations
  • Two (2) years of experience in public relations, journalism, or public administration, to include lead or supervisory experience.

  • Licenses and/or Certificates:
    Must maintain a valid driver's license.
    Knowledge, Skills and Abilities

    • Knowledge of departmental policies, plans, and procedures.
    • Knowledge of modern office practices, plans, and procedures.
    • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
    • Knowledge of principles, practices and techniques of public information, public relations, customer service, and community outreach programs, marketing, and/or information media.
    • Knowledge of website operations, social networking tools, TV programming & operations, branding, and graphic design concepts.
    • Knowledge of policies, procedures, and practices of County government operations.
    • Skill in creative writing and ability to communicate clearly and concisely, both orally and in writing, including public speaking.
    • Strong analytical and research skills.
    • Skills in digital and video means of communication; familiarity with information technology tools & software.
    • Skill in effective communication, both orally and in writing.
    • Skill in prioritizing and organizing work.
    • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
    • Ability to make recommendations and to use resourcefulness and tactfulness in solving problems.
    • Ability to devise communication strategies.
    • Ability to manage multiple projects at a time.
    • Ability to operate a motor vehicle.
    • Ability to ascertain priorities and meet deadlines and objectives.
    • Ability to proactively identify media opportunities.
    • Ability to plan and promote media and community events.
    • Ability to assimilate and analyze information from a variety of sources and disseminate through various applications.
    • Ability to plan, organize, direct, and evaluate the work of assigned personnel.
    • Ability to establish and maintain effective governmental, business, media, and public relations.
    • Ability to provide internal/external guidance and customer assistance via all forms of communication.
    • Ability to use computers for data entry, word processing, and/or accounting purposes.
    • Ability to author reports, business correspondence, and procedure manuals.
    • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

    WORK ENVIRONMENT
    Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customers, extreme noise, heat, odors, heights and/or dust).
