Leidos has an exciting opportunity for a Communications and Technical Writer to support our customer. The role is with the CACHE - Managed Infrastructure Service Provider (MiSP) contract for the Centers for Medicare and Medicaid Services (CMS). The position is based in Windsor Mill, MD (Baltimore), with current fully remote work and the requirement to come into the Leidos or CMS office as needed.

This contract supports CMS goals to deliver an efficient, easy-to-use hosting environment to migrate legacy applications from on-premises to the public cloud, to modernize existing applications for efficient use of infrastructure resources and integrate new applications into the environment. The program supports the entire application product lifecycle. The program operates to support the Application Development/Delivery Organization (ADO) agile cadence while providing a secure environment. The program also coordinates the Enterprise Operations Center (EOC) The program interacts with many application owners, providers, CMS stakeholders, and other contractors in a complex matrixed environment.

In managing a large and complex infrastructure environment, Leidos MiSP promotes a human-centered design (HCD) approach to enhance the customer experience. The program works proactively to engage with stakeholders and builds relationships towards excellent customer service and satisfaction.

This is a new position and will add an important function to the program. This is an excellent opportunity for someone with proven communications, marketing and technical writing experience and exposure, and either direct experience in an IT environment or one that offers a grounding in how to translate complex information into useable and tangible communication deliverables. We are seeking a self-starter and problem solver, who is comfortable in a complex environment while building new relationships across a variety of established teams, and delivering written deliverables on time and to an excellent quality to advance the CMS mission.

The position will report to the Sr. Manager Communications, Knowledge, and Training on the end user (ECIS 2) program, which also supports the CMS customer, to build on established and expanding communication and technical writing best practices already successfully used with the customer. The position will also be accountable to the MiSP program manager, while also working directly with several other MiSP managers and team members on the contract.

The role is primarily focused on internal IT related communications and technical writing, bringing clear information, direction, and resources, focused on technical information, products, processes, and services. The Leidos focus is on providing a seamless IT development, implementation, adoption, and communication experience for the CMS community.

In this role you will:
  • Lead and be responsible for communication and technical writing deliverables as part of overall project and individual communication initiatives.
  • Work collaboratively as part of the MiSP team, introducing communications, marketing, and technical writing standards and in a matrix environment that includes project managers, IT engineers, networking and security specialists, operations center, quality control, and service delivery professionals.
  • Be responsible for and coordinate multiple deliverables in a fast-paced environment.
  • Have a positive, customer-centric, "can do" attitude.
  • Bring your excellent communications, content, and technical writing skills to create effective, plain language, 508 compliant, compelling, and creative written content.

The ideal candidate for the Communications and Technical Writer position will have an interest and background in technology and communications, including content creation in an integrated communications and marketing environment. An understanding of, and experience with creating communication plans and content strategies, including scheduling of multiple deliverables in an omni-channel environment, is important. This position will assist, coordinate, lead, and create various types of written content, including such end-user communications from one off, to testing, and full deployment of IT initiatives. And appreciation for branding, visual, and graphic composition is important.

This position includes working with internal program team members, subject matter experts and other vendor and contracting teams.

The candidate must be self-motivated, able to work well within a team, and be comfortable in a fast-paced environment, building and responding to both short and long-term projects, deliverables, and plans. This position will have direct contact with key customer stakeholders and groups, including discussing and presenting communication solutions. Primary Responsibilities
Under the direction of the Sr Manager, Communications, Knowledge, and Training, your responsibilities will include but not be limited to:
  • Write and edit product, service, and project communications, including end-user and strategic planning communications. End products include, but are not limited to, email broadcasts and targeted messages, presentations, signage, internal portal content, digital newsletters, desktop messages and alerts, knowledge articles in ServiceNow, captions, video scripts, FAQs, talking points, and reports or white papers.
  • Effectively develop, review, copyedit, and proofread content.
  • Meet with technical staff to obtain additional information required for the documentation.
  • Successfully learn and apply understanding of technical initiatives and processes into plain language end-user communication, working directly with technical and service delivery subject matter experts (SMEs).
  • Bring a creative storytelling perspective to the content creation where needed
  • Consult relevant sources, including subject matter experts, documents (and research), and client and project personnel, to obtain background information and verify pertinent guidelines and regulations governing project deliverables.
  • Work successfully within project teams and manage work independently through these processes, including program level and customer review and approval processes.
  • Ensure documents meet editorial and government specifications and adhere to standards for quality, graphics, coverage, format, and style.

Basic Qualifications
  • Bachelor's degree in writing, technical writing, journalism, mass communications, or closely related discipline.
  • 4-8 years of experience working on technical writing, communications, content creation, or related areas.
  • Ability to capture technical solutions and translate in technical documentation and end user focused communications.
  • Strong oral and written communication skills.
  • Strong collaboration skills to work in a team across multiple disciplines.
  • Ability to research and organize processes in a concise manner.
  • Ability to manage multiple assignments.
  • Ability to obtain and maintain a Public Trust clearance.

All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior to be considered.

Preferred Qualifications
  • Ability to work to 508 compliance
  • Experience with human centered design (HCD) framework
  • Experience working with agile project management including Jira and Confluence
  • Experience in a similar working environment helpful but not required as new thinking from other industries or work environments considered a plus

This position currently works 100% remote but is required to be available to come to the Leidos or customer office in Baltimore as needed. This could be same day or next day availability, so applicants need to be based in the region with easy access to Baltimore. Travel costs to the offices are not covered.

Pay Range: Pay Range $61,750.00 - $111,625.00
