Responsibilities
The Countering Weapons of Mass Destruction (CWMD) office is a support component within the Department of Homeland Security (DHS). The CWMD office was established by the "Countering Weapons of Mass Destruction Act of 2018" and combines the former Domestic Nuclear Detection Office (DNDO) and a majority of the Office of Health Affairs (OHA). The office was created to elevate and streamline DHS efforts to prevent the use of weapon of mass destruction (WMD) against the homeland and promote readiness for chemical, biological, radiological, nuclear (CBRN), and health security threats.
The CWMD office is responsible for coordinating with other Federal efforts and developing a strategy and policy for the Department to plan for, detect, and protect against the importation, possession, storage, transportation, development, or use of unauthorized CBRN materials, devices, or agents in the U.S. and to protect against an attack using such materials.
The CWMD Intelligence Division mission is to understand and anticipate Homeland WMD threats and equip DHS Components and domestic first responders (federal, state, local and private sector) with timely and relevant information to maintain detection advantage, mitigate vulnerabilities, respond to and disrupt threats.
Required Qualifications
Qualifications:
Top Secret Clearance desired
Education: B.S., M.S., or PHD in english, writing, intelligence, or a related field.
General Experience: Must have PHD and 1 year of experience, M.S. and three years of experience, B.S. and 5 years of experience in intelligence, writing, or editing.
Specialized Experience: Must have at least 5 years of experience providing direct support to major intelligence, writing, or editing programs or a combination of experience in these areas.
Ability to conduct expert analysis, and give insight on matters related to intelligence analysis, writing, editing, and production.
Other: Good communication skills to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and management.
Desired Qualifications
Desired skills and knowledge: Experience supporting countering-CBRN weapons, support to DHS components or programs, and/or experience providing intelligence expertise to the U.S. federal government. Training or certifications in intelligence analysis, writing or editing, MS Office, Power Bi, Tableau, Adobe Creative Suite, etc. Ability to obtain DHS suitability.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $90,300.00 - USD $141,075.00 /Yr.

- Provide Intelligence writing and analysis expertise to the Intelligence Division.
- Provie technical editing and analysis support for Intelligence Division products.
- Perform the functions of technical editor with a strong understanding of intelligence analysis, tradecraft, and writing.
- Utilize Intelligence Community Directives (ICD), style writing guides, and security classification guides to ensure adherence of CWMD products to Intelligence Community standards.
- Conduct open source and classified research on CBRN threats to the homeland and partners.
- Coordinate and manage the preparation of analysis, evaluations, and recommendations within CWMD programs in support of federal personnel.
- Mentor and develop junior and mid-career intel analyst.
