Regulatory Rate Design Associate Director. Responsibility for delivering Regulatory Rate Design solutions, client management, solution implementation and solving client problems to deliver Guidehouse results. Connect Guidehouse teams with clients and across services to bring comprehensive enhancements to our clients.
In this Regulatory Rate Design Associate Director role, you will be working in the Solutions team at Guidehouse to support the Utility Rate Design solution. Your role on this team will be to lead retail rate design projects, including cost of service, revenue requirement development, and cost allocation work. The focus of this Regulatory Rate Design Associate Director role will be supporting retail rate design for utility clients, including modern pricing for new customer programs such as DERs, EVs, net energy metering and others as well as traditional power and water rate design.

The annual salary range for this position is $144,400.00-$216,600.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

In this Regulatory Rate Design Associate Director role, you will be working in the Solutions team at Guidehouse to support the Utility Rate Design solution. Responsibilities:
- Lead the development and utilization of analytical models to conduct cost of service studies and design rates, including rates for new customer programs such as DERs and EVs.
- Develop and present new rates and programs to stakeholders, including executive leadership, governing bodies and regulators.
- Ability to assume complete ownership of significant projects is essential.
- Strong project management skills.
- Experience in performing data collection, manipulation, and analyses, which may involve spreadsheet and database creation and management.
- Conducting detailed fact finding, research, and analysis through web-based research and interviews on regulatory policies and filings and market trends.
- Assessment and development of business strategies, organizational structures, and business processes for energy-related organizations.
- Communicating solutions, strategies, and analysis to clients through reports, presentations, and other documents for internal/external client use.
- Review internal work product compared to client expectations
- Support, develop, mentor, or lead staff
What You Will Need:
- Due to nature of client engagements, must be a US Citizen or US Permanent Resident at time of application.
- Bachelor's degree in a business, policy, environmental, economics, finance, engineering, science and/or related discipline.
- 7-10 years of experience in a related energy or electric utilities field (e.g. utility finance, pricing / rates, regulatory support).
- Post graduation experience in cost of service and rate design for electric utilities.
- 1-3 years' experience managing and leading a team.
- Outstanding analytical and problem-solving skills.
- Experienced with data analytics, data modeling and visualization.
- Proactive and independent work style.
- Ability to assume ownership of tasks while collaborating with a close-knit team.
- Business development experience to include writing and responding to proposals.
- Excellent verbal and written communication skills.
- Ability to travel.
- Ability to work onsite in a Guidehouse Office or Client Office location
What Would Be Nice To Have:
- Master's degree in business, policy, environmental, economics, finance, engineering, science and/or related discipline.
- Experience working in electric utility finance/rates department
- Experience as expert witness on utility rate and program design
