The Proposal Writer will support priority bids as a member of Xenith’s proposal center. This position requires interface with all levels of Xenith employees and management. The candidate will write technical, management, plans, past performance, or resume sections of complex proposals to Federal Government customers. This position develops the ‘why us’ message, outlines and organizes material, identifies and refines re-use material, interviews SMEs, writes various proposal sections, and incorporates key messages and themes.

Key Responsibilities:
  • Collaborate with cross-functional teams to understand client requirements and develop proposal outlines and schedules.
  • Conduct thorough analysis of solicitation documents to identify proposal requirements, evaluation criteria, and compliance guidelines.
  • Lead proposal development activities, including writing, editing, formatting, and proofreading proposal content.
  • Coordinate with subject matter experts (SMEs) and technical staff to gather information and develop technical solutions that align with client needs.
  • Ensure proposals are compliant with all RFP requirements and reflect a thorough understanding of the client’s objectives and evaluation criteria.
  • Manage the proposal submission process, including assembling proposal materials, coordinating reviews, and meeting submission deadlines.
  • Contribute to the continuous improvement of proposal development processes, templates, and best practices.
Qualifications:
  • Bachelor’s degree in Business Administration, Communications, English, or a related field.
  • Minimum of 4 years of experience in proposal development for government contracts, particularly in IT services.
  • Strong understanding of federal acquisition regulations (FAR) and proposal development best practices.
  • Excellent writing, editing, and communication skills, with the ability to articulate complex technical concepts clearly and concisely.
  • Proven ability to work effectively under tight deadlines and manage multiple priorities simultaneously.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with proposal management tools/software (e.g., GovWin, Shipley).
  • Ability to work collaboratively in a team environment and build relationships with internal stakeholders and subcontractors.
