The Idaho State Department of Agriculture is currently recruiting for a full time Financial Specialist Principal in Boise. Example of Duties: Payables Oversight (35%) - Learn, understand and apply the processes required for the Program Specialists tasks associated with all payables processing. Analyze, audit expenditure transactions, including purchasing cards and travel claims. Final review of expenditures, purchasing cards and travel claims with a responsibility for ensuring compliance with statute, regulations, and policies. Final review of expenditures against available funding and redistributes costs, if necessary, review the sub-object coding of expenditures to ensure proper coding, and communicate policies and procedures to department staff and acts as an educational resource for staff. Utilize web-based accounting programs for job functions. Analyze and audit the monthly WEX billing, report and payment. Analyze and audit the monthly postage allocation for the internal and downtown mailroom usage. Analyze and audit the semi-annual sales tax payment to the Idaho State Tax Commission. Releaser of payables. Receipts - Deposit Processing Oversight (15%) Learn, understand and apply the processes required for the Program Specialists tasks associated with deposit processing. Ensure checks and cash are received and prepared for daily deposit by the Program Specialists each day by 2:45 pm and taken to the State Treasurer's Office. Analyze, audit receipts by program, review the actions, preparation, and process for revenue financial documents. Review the receipts in internal receipting programs and STARS, ensure deposits are balanced, and communicate with department staff concerning receipts. Analyze, review, process and audit all NSF checks, audit all files and paperwork associated with cash receipts, and review deposits for EFT's and Access Idaho Credit Card Adjustments. Review and release refunds and receipt adjustments in both FiscalSYS and STARS. Inventory Maintenance Oversight (10%) - Learn, understand and apply the processes required for the Program Specialists tasks associated with inventory maintenance. Utilize the statewide Fixed Asset System (FAS) to review, retrieve and release (as applicable) data to track all assets with a cost of $2,000 or greater by assigned category. Prepare and review State Surplus Property Disposal Authorization Forms. Responsible for ensuring property disposals are in conformity with state requirements and guidelines. Inventory entries and disposal forms are reviewed and approved by Financial Officer or the Administration Administrator. Risk Management (10%) - Liaison between department staff and the Department of Administration Risk Management Division. Manages the Risk Management claims process. Prepare, review and submit accident reports, claim forms, repair estimates, and any other required forms or documentation. Follow up on submission and payment of repair bills, receipt of reimbursement from Risk Management for approved claims and receipt of reimbursed deductibles for subrogated claims. Maintain and update all inventory internally and in RMIS so that it is covered by Risk Management. Prepare, review and process all Risk Management required forms and interagency billings. Update and maintain a filing system for all Risk Management related items. Request Certificates of Financial Responsibility from Risk Management for contracts, agreements, leases, department staff, etc. for required business purposes. Auditing (5%) - Review audit reports regarding grant findings or recommendations. Determines compliance with accounting principles and standards, laws, regulations, policies and procedures. Works with Legislative Auditors and prepares working papers as needed. Other Duties as assigned (5%) - Prepare closing packages. Design and maintain files and the records management system; rotating financial documents to be stored for fiscal year end or destroyed. Purchase supplies. Dates and distributes mail; reviews, audits and researches statements. Maintain IFQAL receivables spreadsheet. Resolve outstanding warrant issues. Prepares materials for the end of the month check-off and prints monthly reports. Complete miscellaneous projects and ad hoc reports as assigned. Prepare, disseminate, and interpret financial reports and spreadsheets for management and staff. Provide training and technical assistance to internal division staff. Special projects, opening the mail and any other misc. responsibilities as needed to support the Fiscal team. Cross-training (if need arises) to other fiscal positions and tasks will occur when competency in primary responsibility has been achieved. Some key responsibilities may change as new processes for Luma are discovered or implemented. The following key responsibilities for this position will be transitioned after sufficient progression of competency is achieved in the key responsibilities listed above: Supervision (20%) This position supervises the following positions: two (2) Program Specialists Supervise daily activities of the Program Specialists Provide feedback and coaching; ensure proper progression of assignment, workload and employee growth; and evaluate staff Hire and train new Program Specialist staff Assist in developing and implementing fiscal policies and procedures Review, audit and release program Specialist's expenditure transactions, including purchasing cards and travel vouchers. Minimum Qualification: These qualifications are mandatory for the position. + Accounting principles and practices. Typically gained by at least four years of professional work experience applying Generally Accepted Accounting Principles (GAAP) OR an Associate degree in Accounting AND at least two years of professional work experience such as an accountant or equivalent. + Supervisory practices. Typically gained by at least one year experience performing as a supervisor which required work assignment, direction and monitoring staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations and handling problem-solving procedures OR At least 8 hours of courses or seminars specifically covering supervisory practices PLUS at least 6 months experience performing as a full supervisor OR completion of 6 college credit hours of courses or seminars covering the essential elements of management (planning, organizing, leading and controlling). + Experience: + Independently analyzing financial activities and recommending management action as a regularly assigned job duty.
