Position Summary:

Supportsmultiple critical functions to overall Port Houston operations by skillfullymanaging emergency and non-emergency phone calls.Receives, evaluates, and prioritizes calls ina timely manner and dispatch personnel to manage and control concurrentcommunications in an orderly fashion.Performsadministrative duties appropriate to the nature of emergency/non-emergencycalls.

Key Responsibilities/Duties:

Operatea multi-channel radio console system DispatchPort Police and Fire units to emergency and non-emergency calls forservice; relay radio transmissions as necessary Dispatchappropriate Port Houston maintenance personnel to after-hours requestsfrom vessels berthed at Port Houston wharves Placecalls to outside agencies for assistance when requested to do so by onscene responders whether port related or off duty employment Coordinatecommunications between Port Houston responders and other local, state, andfederal agencies MonitorHarborLights and Automatic Identification System (AIS Live) for vesseltraffic within and outside of the Houston Ship Channel Continuouslytrack vessel movements (estimated/ actual vessel boarding times &estimated/actual vessel departing times) at the Port Houston wharves Verify,confirm, and relay vessel movement with the Houston pilots' office and/orUnited States Coast Guard vessel traffic (USCG VTS) Documentand enter "Vessel Arrival-Departure-Shift" information into PortHouston Navis Express/N4 for every vessel and barge that arrives, departsand shifts at a Port Houston wharves Verifyand confirm vessel spotting instructions to Port Houston police officersupon a vessel arrival via daily ship traffic sheets Recordair draft/wind draft readings for operations, United States Coast Guardvessel traffic (USCG VTS), and the Houston Pilots office Maintaindaily wharf and ship reports by posting vessel movements at Port Houston wharves;review for completeness and accuracy Updateall electronic databases concerning barge operations Createwater service ticket for fresh water for vessel agents/billing customersfor water sales MonitorTLETS and NLETS for pertinent communications from other states and federalagencies MonitorTCIC and NCIC databases at all times for incoming messages, urgentbroadcasts, etc. Enterproperty reported stolen to PHA police department into NCIC and TCICdatabases Conductand verify wants, warrants and stolen checks via state and national crimedatabases of individuals and property at the request of Port Houstonpolice officers Monitor Port Houston radio frequencies assigned to contact security in the event assistance is needed at Port Houston gates Monitormultiple radio channels to include channel for events that request PortHouston resources for assistance, participate radio test and conductdrills when required Monitorclose circuit tv cameras for general/suspicious activities on Port Houstoncameras Verifycredentials when checking in and out keys and wristbands Maintainsecurity records for the police department, Port Houston gates, andsecurity Assistwith Emergency Management functions during Emergency Operations Centeractivations Actin accordance with Port Houston core values (respect, excellence,accountability, diligence, and you) Performother duties, as required Education/Experience:

High School diploma or GED equivalent required Some college preferred 1+ years of related emergency dispatch experience required Texas Department of Public Safety TCIC/NCIC full access certification within 6 months of employment Texas Commission on Law Enforcement (TCOLE) Basic Telecommunications Operator license within one (1) year of employment Knowledge, Skills, Abilities and Behaviors:

Advancedknowledge of computers and maritime and billing software Knowledgeof TLETS/NLETS (Texas & National Law Enforcement TelecommunicationSystem) Certification, TCIC/NCIC Certification, Interpol Certification,CJIS Security Knowledgeof Port Houston Visitors Management System Customerservice skills Attentionto details and effective organizational skills Strongproblem-solving and analytical skills Effectivecommunication and interpersonal skills with all levels of employees,management, and customers Ability to achieve and maintain Criminal Justice Information Systems (CJIS) security clearance Abilityto multi-task, document records and enter data Abilityto stay focused Abilityto remain calm, communicate effectively and efficiently during stressfulemergency situations Abilityto work under pressure Abilityto follow procedures Abilityto maintain confidentiality requirements Abilityto comprehend and communicate information received from Omnixx Force(Texas Department of Public Safety Law Enforcement Support) Abilityto perform general data entry tasks Consideredessential employees and may be required to work on holidays, evenings,nights, and be immediately recalled for emergencies at anytime.They must remain available and "oncall" 24 hours a day, 365 days a year, dependent on emergency Key Competencies Required:
