Job Summary:
Under the direction of the Director, Maintenance Services, Environmental and Safety this highly responsible position oversees the Maintenance Services team that is responsible for managing various Maintenance department contracts to provide the airport with seamless execution of successful contracts including overseeing and evaluating contractor performance against performance standards and contract terms, reviewing daily operations, planning and ongoing review of performance, adjusting as needed and acting as a liaison between internal and external customers for contract specific request related to the contracts. This responsibility extends to all MNAA facilities to include MNAA Properties Corporation (MPC) properties. This position also oversees the Maintenance Control Dispatch team that is responsible for assisting internal and external business partners by answering calls, creating work orders, controlling key distribution to contractors and staff, dispatching maintenance personnel, preparing Everbridge communication messages, distributing work permits, red tag impairments, coordinating MNAA's fire system operations, facility inspections, and assists with other projects as assigned. Other responsibilities include maintaining the Computerized Maintenance Management System (CMMS).

Starting Salary Range

Essential Job Responsibilities: Manages team of Contract Managers assigned to specified major maintenance service relating to janitorial, landscaping, baggage handling system, passenger boarding bridges, conveyance equipment, waste removal, or AOA fencing/gate, tree removal and other operations and maintenance needs as directed. Oversees and provides guidance to the Maintenance Services Team (MST) on contract compliance and management including, but not limited to, contractor performance, monthly invoices, acceptance of work, contractor staffing requirements, equipment deficiencies and timely completion of internal business partner forms (Procurement and Business Diversity and Development). Carries out supervisory responsibilities in accordance with the Authority's policies and applicable laws. Responsibilities include interviewing, hiring, coaching/mentoring staff, planning and assigning work, appraising performance, termination recommendations and resolving problems. Oversees Contract Manager monthly reporting to track potential trends of non-compliance discovered during the calendar month. Review all draft letters to Contractors regarding trends tracked to establish a plan of action for correction. Oversees the MST in maintaining good working relationships with internal business partners to hold contractors accountable for damage caused while performing contract scopes of service, for completion of contract specific requests relating to janitorial, landscaping, baggage handling system, passenger boarding bridges, conveyance equipment, waste removal, or AOA fencing/gate needs and for correction of behaviors displayed by external business partners (concessions, airlines, tenants, etc.). Organizes and facilitates quarterly meetings with internal business partners to increase safe practices and guidelines for Maintenance Service Team related Contract Compliance (i.e. Trash, PBBs, Conveyance Units). Participates in weekly/monthly contract meetings with contractors to discuss staffing plans, work in progress, contract compliance issues and any adjustments required to ensure contractor performance in accordance with MNAA’s standards. Oversees the preparation of quarterly summary reports for Purchase Order status/reconciliation on MST assigned contracts for submission and review by the Maintenance Management Team. Oversees the development and analysis of computerized maintenance management system (CMMS) reports and operational data to make improvements to contract performance, reliability, and operating cost. Ensures the development of process and procedure for MST assigned Contracts, as needed, including updating current process and procedure to ensure efficiency and contract compliance in conjunction with other internal business partners. Oversees the development and implementation of contract compliance tracking tools to ensure contractor services are rendered timely and to scope of work specifications. Actively oversees all budgetary aspects of MST assigned contract funding and provides guidance to MST team in working with Procurement department to prepare all required internal documentation for properly fund Purchase Orders and Purchase Requisitions. Tracks lifecycle of all MST contracts for contract end dates, exercising of option years, potential extension requests and assists the Director with timely drafting and submission of Scopes of Service to the Procurement/BDD Departments for a Request for Proposal/Invitation to Bid, bid process. Participates in contract review meetings with Maintenance Leadership. Recommends plans of action to correct maintenance deficiencies, as they arise. Informs Maintenance Management team and internal business partners of issues within the contract. Evaluates the workload between teams and assists with project management to ensure work is timely completed. Develops monthly reports and other documents, such as budgets, maintenance statistics, contractor payments, and contractor-related inventory. Provides data and recommendations for annual budgets. Collaborates with the Purchasing department to obtain bids for projects exceeding a specified financial threshold in accordance with procurement guidelines. Maintains frequent and open lines of communication with key stakeholders, including airlines, tenants, the Transportation Security Administration (TSA), and other MNAA staff. Reviews and approves correct contractor invoicing. Manages the Maintenance Control Dispatch team to ensure shift coverage, the proper entry of Work Orders and the completion of all assigned tasks. Attends meetings to maintain airport operation awareness, represents Maintenance Management, as required. Participates in maintenance department daily operations and responds to after-hour calls. Maintains regular and on-time attendance. Follows all safety regulations. Supports MNAA’s commitment to its culture and values, including Respect, Integrity, Service and Excellence (RISE). Performs other duties as assigned.
Qualifications:
Required: Bachelor's degree in business, management, industrial studies, logistics, or related field. Seven (7) to 10 years of contract management and compliance, planning, budgeting, supervising personnel, computerized maintenance management systems, or related experience. Valid Driver License CLASS D
Preferred: American Association of Airport Executives (AAAE) certification and facilities management certification preferred.
