DUTIES:
Maintains programming logs, as required by City of Anderson and Federal Communications Commission (FCC), previews scheduled programs to ensure signals are functioning and programs are ready for transmission. Makes commercial dubs and produces graphics for broadcasts.
Observes monitors and converses with personnel to determine audio and video levels and ascertain programs are airing properly. Discusses production requirements with clients, and designs and modifies equipment to meet specifications.
Monitors strength, clarity, and reliability of incoming and outgoing signals, and adjusts equipment as necessary to maintain quality broadcasts.
Controls audio equipment to regulate volume and sound quality during broadcasts, including aligning with receiving dishes to obtain clearest signal for transmission of broadcasts from field locations.
Sets-up, operates, and maintains broadcast station computers and networks, including editing broadcast material electronically, using various computer programs.
Installs broadcast equipment, including trouble shooting equipment problems and performing maintenance or minor repairs, or reporting equipment problems, ensuring repairs are made, and/or making emergency repairs to equipment when necessary.
Schedules programming, or reads programming logs to determine which programs are to be recorded or aired according to requirements. Monitors and logs transmitter readings. Plays and records broadcast programs using automation systems, or substitutes programs in cases where signals fail.
Ensures all programming slots are filled and no dead air time occurs. Maintains and adjusts programming schedule for live broadcasts.
Receives and responds to public requests to promote events or place announcements on the public access channel.
Organizes recording sessions, and prepares areas, such as booths and television stations for recording, including determining number, type, and approximate location of microphones needed for best sound recording or transmission quality, and positions appropriately.
Travels to various sites in the community to video record public events. Records City Council meetings and other meetings as designated by Mayor.
Regulates fidelity, brightness, and contrast of video transmissions, using video console control panels, and provides technical directions to personnel during filming.
Instructs use of television production equipment, such as how to film events, and how to copy and edit graphics or sound onto videotapes.
Prepares report outlining past and future programs, including program contents. Develops employee work schedules. Performs related duties as assigned.
JOB REQUIREMENTS:
Bachelor’s degree in TV/video production, with three (3) or more years of comparable work experience and photography background.
Knowledge of FCC and public broadcasting regulations.
Working knowledge of console operations, acoustics, electronics, track programming, recording and studio design, and ability to apply knowledge to a variety of interrelated processes.
Working knowledge of various broadcast equipment and computers/computer programs used by the department, and ability to install broadcast equipment, including trouble shooting equipment problems and performing maintenance or minor repairs.
Knowledge of program scheduling, and ability to schedule programming, or read programming logs to determine which programs are to be recorded or aired according to requirements.
Knowledge of video formats and video conversion software, and ability to regulate fidelity, brightness, and contrast of video transmissions. Knowledge of video-editing programs, including Adobe Premier, Final Cut Pro, Windows moviemaker, and iMovie, and Photoshop.
Knowledge of standard English grammar, spelling and punctuation, and ability to discuss production requirements with clients, and design and modify equipment to meet specifications.
Knowledge of basic arithmetic calculations.
Ability to effectively communicate orally and in writing with co-workers, other City departments, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to take accurate notes during events and interviews.
Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
Ability to comply with all employer and Department policies and work rules, including but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to properly operate standard office and TV/Studio equipment, including, but not limited to, computer, calculator, telephone, and audio/video equipment, such as studio audio mixer, studio lighting, video switching system, and digital broadcast video server.
Ability to compare or observe similarities and differences between data, compile, analyze and evaluate data, and make determinations based on data analyses.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods, often under time pressure.
Ability to apply knowledge of people and/or locations, and plan and layout assigned work projects.
Ability to work evening hours and/or weekends as scheduled to attend and video record public events.
Possession of a valid Indiana driver's license and a demonstrated safe driving record.

RESPONSIBILITY:
Incumbent is responsible for coordinating and producing television and/or studio activities. Incumbent operates within general guidelines and departmental policies, with desired results of work clearly specified. Unusual problems are discussed with supervisor, and incumbent is responsible for exercising independent judgment in applying policies and regulations in a variety of situations and circumstances. Incumbent’s work is reviewed for soundness of judgment and attainment of objectives.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other City departments, Anderson School Corporation, Anderson Public Library, local civic and service groups, non-for-profit organizations, and the public for purposes of exchanging/verifying information, explaining and interpreting regulations and/or policies.
Incumbent reports directly to Board of Works Chairman.

Incumbent performs duties in a TV/studio environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing more than 50 pounds, pushing/pulling objects, crouching/kneeling, bending, reaching, keyboarding, close/far vision, color/depth perception, hearing sounds/communication, speaking clearly and handling/grasping/fingering objects. Incumbent works evening hours and/or weekends as scheduled to attend and video record public events.
