The DSS the Office of Communications and Marketing (OCM) helps to develop digital and video content for the programs within the DSS (HRA, DHS, DSS). OCM's functions including communications and marketing functions for the Agencies. This includes client- and provider-facing communications, digital communications (social media, video production, website, intranet), as well as internal communications to different program areas, leadership, and staff. Additionally, OCM handles all external marketing and advertising, including that which is placed in subways and on buses, internet channels, local and ethnic print channels, and radio, among others.
Under supervision of the Digital Communications Manager, the incumbent performs work of technical responsibility related to digital and graphic updates to the Agency's external website, internal intranet, and all Agency social media channels. The incumbent uses knowledge of basic HTML and Adobe photoshop to accomplish updates. Projects and products are tracked and monitored in SharePoint and/or Interwoven TeamSite.
The Office of Communications and Marketing is recruiting (1) one Graphic Artist I to function as a Digital Communications Specialist who will:
* Assist Digital Communications Manager with the maintenance, design and layout of new pages for DSS-HRA-DHS web properties coding in HTML. Ensures that necessary text, graphics, images and video updates to external and intranet sites are completed in a timely fashion while working with NYC DoITT and DSS' Information Technology Services (ITS).
* Directly support the Digital Communications Manager in the execution of online and social media marketing strategies for diverse audiences across a variety of communities in New York City, highlighting online content that focuses on the agency's work for posting to all websites and social media.
* Assist with creating and posting content for DSS' social media presence on Instagram, Twitter, Facebook, and LinkedIn.
* Work with Graphics and Videographer teams to provide specifications for the creation of animations, video and images to utilize on social media and intranet/internet sites.
* Facilitate communications with ITS as a liaison for technical issues and to assist with user acceptance testing (UAT) and launching new projects, including developing the Intranet functionality and design to better serve DSS staff.
* Provide clerical support to the digital communications team, including answering calls, taking messages and handling correspondence, typing, preparing and collating reports, organizing and servicing meetings (producing agendas and taking minutes), and managing databases.

Minimum Qualifications
(1) A baccalaureate degree, with a major in fine or graphic arts, from an accredited college and one year of full-time paid experience as a commercial or graphic artist; or
(2) A four-year high school diploma or its educational equivalent plus two years of training in a technical school approved by a state's Department of Education or comparable governmental agency, in oils, water colors, painting, design, black and white, layout, computer graphics, and other art media, and three years of acceptable full-time paid experience as a commercial or graphic artist.
To be qualified for assignment to Assignment Level II, individuals must have:
(a) at least one year of experience as a Graphic Artist, Assignment Level I; or
(b) the Qualification Requirements described in "1" or "2" above, plus two additional years of acceptable specialized paid experience conceptualizing and initiating graphic art projects.
Preferred Skills
* Must be familiar with basic HTML and Adobe photoshop - SharePoint and/or Interwoven TeamSite experience a plus - 1-year City experience preferred

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
