Current Salary: $43.74 – $54.67 per hr. (Effective July 1, 2024: $46.36 – $57.95 per hr.)

About the Position and Department
The Lead Reclamation Plant Operator is a part of the Water Operations Department and reports directly to the Reclamation Plant Supervisor. This position is a member of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.
The Operations Department is responsible for the operations, maintenance and repair of all Otay Water District facilities and equipment. Facilities include pipelines, reservoirs, pump stations, lift stations, and a reclamation plant for potable water and recycled water distribution, wastewater collections, and wastewater reclamation. The Operations Department has a staff of 54 employees.

Examples of Duties
Essential Functions:
- Participates in planning, implementing, coordinating, and documenting the activities and programs of the section.
- Leads, guides, coordinates and participates fully in the operation and maintenance of the water reclamation plant and related facilities.
- Coordinates and assigns the daily work activities for the Reclamation Plant Operators and monitors progress.
- Instructs and trains personnel of the reclamation plant.
- Creates computerized work orders/requests and tracks work in the reclamation plant section.
- Compiles data and creates required or informational reports as needed.
- Assists the Reclamation Plant Supervisor with the compliance of environmental requirements related to wastewater collection, including the implementation and execution of new and existing requirements.
- Assists in budget preparation.
- Investigates and documents customer complaints, illegal connections, easement encroachments, and sanitary sewer overflow issues.
- Assists in providing and tracking safety training for section staff.
- Prepares and maintains daily Treatment Plant Wastewater Analysis and Flow Database, and Treatment Plant Operations files.
- Works in confined spaces utilizing proper safety techniques and equipment.
- Participates in rotational shift including weekends and on-call/stand-by duties as required.
- Must be able to respond to treatment plant and collection system stations within one (1) hour and assists in implementing an emergency response plan.
- May serve as a member of the District’s Hazwoper Team which includes entering and working in confined spaces, wearing SCBA respirator gear and respirator protection, wearing a Level A suit, and wearing a safety harness.
Required Licenses and/or Certifications
- A valid California Class C Driver’s License and a safe driving record.
- State of California Wastewater Treatment Plant Operator Grade III Certificate issued by the Water Resources Control Board.
- State of California Wastewater Treatment Plant Operator Grade IV Certificate issued by the Water Resources Control Board highly desired.
Minimum Experience, Education, and Training Requirements
Experience:
Four (4) years experience in operating and maintaining a wastewater reclamation facility including two (2) years equivalent to a Reclamation Plant Operator III.
Education:
High school diploma or G.E.D.
This position will be subject to random drug testing during employment.
This is an hourly, non-exempt position.
