The position will be based in the DC/Maryland/Virginia area. You will be responsible for overall management of a contract providing a portfolio of cutting-edge solutions in the areas of multi-cloud services, analytics, cyber security, software development user experience, and enterprise governance to the Department of Homeland Security (DHS). Your success will be measured through fulfilling responsibilities including program planning, delivery, contract administration, managing customer relationships, financial performance, technical, personnel management (including building a high performing team), and administrative matters of a large contract and various task orders. This program affords a significant opportunity for transformational leadership, supporting one of the Government's largest agencies. Responsibilities include but are not limited to: Serve as the key leader and program representative, engaging with senior customer officials and senior leaders on all aspects of program performance. Set the program strategy in partnership with the customer - lead the team through transformation and fulfillment of the strategy. Participate as the program representative in senior client meetings. Manage, direct, and allocate resources to ensure on-time delivery of top-quality managed services. Develop and maintain a working relationship with CBP personnel. Work with key stakeholders to resolve all scope and schedule issues. Manage processes and procedures (improving as needed) to ensure all contract requirements are met, including customer billing, staffing, and security. Manage program financials and lead related program performance reviews. Develop and implement long-term IT roadmaps and strategy, and monitor alignment of tactical activities. Perform risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues. Provide the ability to manage projects that may vary by project type, size, complexity, project life cycle phases, and development methods (e.g., SCRUM, spiral, etc.). Support the development of briefings, agendas, and other general documentation support as directed, including training material and demonstration sessions for new and existing technologies to various DHS stakeholders. Support a continuous improvement process by providing recommendations on improving products, services, and processes. Develop staffing and manage project schedules, including integrated project schedules, using tools defined by the Government (i.e., Microsoft Project, JIRA). Ensure the team delivers Agile development artifacts, including Project Sprint/Product/Release Backlogs, Burn-downs/ups, Team Velocity, RTM, etc. Basic Qualifications: A minimum of seven years of experience managing Government contracts in IT infrastructure, cloud, analytics, or systems/software development programs of increasing complexity. A minimum of three years of experience as a Program Manager responsible for all aspects of contract vehicle and/or multiple task order performance. Proven, successful delivery of transformational solutions on medium-sized (50+ personnel) contracts within the Department of Homeland Security (DHS) or DISA. Ability to engage in substantive strategic discussion with senior information technology stakeholders, such as the Chief Data Officer, Chief Technology Officer, and Chief Information Officer. Possesses strong strategic planning and organizational skills, including the ability to layout, articulate and implement a large-scale program strategy. Ability to manage and lead a large team in accordance with agile principles. Ability to be flexible, make quick decisions, and seamlessly navigate risks and ambiguity while effectively navigating a dynamic project environment. Possesses strong consulting and customer service skills and ability to establish good relationships with internal and external stakeholders. Clearance Requirements: Must be a U.S. Citizen. Past or current favorable DHS suitability/EOD determination. Physical Requirements: Must be able to remain in a stationary position 50% of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
