Clearance: Able to pass a background check and attain required clearances

Description:

JTG is seeking an on-site full stack Software Developer (Front-end focus) to support the Universal Curriculum and Assessment Tool (UCAT) web application at the Defense Language Institute in Monterey, California. The candidate will fulfill a primary role for UI/UX developmental support to UCAT applications. This position requires U.S. Citizenship, plus the ability to pass a background check and attain required clearances. The Software Developer coordinates with the government through designated stakeholders to design new and modify existing components for UCAT, including identifying subsystems, inputs and outputs, third-party APIs to enable integration with Domain-specific standards (LTI), and LMS application systems (e.g., Canvas and Sakai).

This is a senior position that will help facilitate the transition from traditional, printed textbook content to a more interactive, digital curriculum format. A successful candidate should have experience in resolving performance optimization issues and demonstrate solid problem-solving ability primarily on the front end.

The candidate should be able to accomplish UI/UX design, interact with stakeholders, program, and maintain code for UCAT and its associated libraries, components, and plug-ins. All client-side content will be CSS and HTML/JavaScript based. Server-side content includes ASP, .NET, MVC, C#, and LINQ for Rich Internet Application solutions. The application will ensure data is collected, maintained, processed, and disseminated in accordance with DoD Privacy Programs and DoD policy regarding safeguarding PII data.

The candidate must be familiar with all phases of the development lifecycle (Agile Scrum), including project planning to meet government requirements, evaluation and integration with COTS and GOTS products, feasibility studies, and risk management. UCAT development follows semi-formal SCRUM methodologies. Development takes place following formal sprint cycles, daily collaboration, coding/testing components, and Azure DevOPS communication methodologies.

Qualifications:

The candidate should have a bachelor’s degree in computer science or a related field and at least three (3) years of software support and development experience, or an Associate of Arts Degree with a minimum of five (5) years of experience, supporting both English and foreign language web applications.

The software developer must have demonstrated the ability to produce solid wireframe designs, storyboards, and sketches. Wireframe design compositions must adhere to design specifications established by the government. Expertise in JavaScript libraries, including JQuery or similar, and CSS & HTML is required. The ideal candidate should possess an understanding of form-based templates for developing foreign language web-delivered content. A minimum of two (2) years of experience in an educational setting is preferred.

The candidate must have experience using tools to manage and track requirements, change requests, defects, bug fixes, code synchronicity, testing, and version control. They should be able to identify and resolve UCAT system and application program errors and document resolutions.

Required:

  • Proficient in JavaScript, JQuery, HTML, and CSS
  • Familiarity with Full Stack development (front-end, server code, and database code)
  • Ability to produce solid wireframe designs, storyboards, and sketches
  • U.S. Citizen
  • Ability to pass a background check and attain required clearances
  • Bachelor’s degree and 3 years of experience, or associate’s degree and 5 years of experience

Recommended:

  • Experience supporting foreign language web applications
  • Understanding of form-based templates for developing foreign language content
  • Familiarity with JQuery
  • Experience in modern JS libraries and frameworks
  • 2 years of experience in an educational setting
