Nature of Work

Technical and administrative work in the development, maintenance and support of web-based content and applications for use by the City and the public.

Work involves meeting with clients to plan and develop their presence on the City's web sites; reviewing and organizing information for web development; creating and maintaining web pages using HTML5, CSS3, and JavaScript frameworks; responding to browser support calls from clients - providing solutions over the phone when possible; documenting and communicating web publishing techniques to clients, monitoring page and site performance, directing general inquiries from the web to correct points of contact, coordinating with organizations to ensure that latest data is posted, sub-web creation and maintenance, and sub-web security structure maintenance. Work is reviewed by an administrative superior upon project completion or through work in progress. An employee of this class works with general supervision under a more senior technical manager, development manager or web administrator.

Essential Functions

Meets with clients to plan and develop their presence on the City's websites; reviews and organizes information for web development.

Creates and maintains web pages using HTML5, CSS3, and JavaScript frameworks.

Develops, organizes, and updates web content using content management systems (CMS) such as OpenCities or similar.

Monitors page and site performance using tools like Google Analytics and Lighthouse; maintains consistent look and feel across the website(s).

Resolves client browser support issues.

Trouble shoots web pages, client browsers, web development software, and all related hardware and software utilized in supporting and maintaining the City's web presence.

Ensures timely registration of City sites with search engines.

Interacts with clients to develop web-based technology solutions.

Develops ADA Section 508 compliant web pages using the latest web standards.

Investigates, recommends, pilots and implements other evolving technologies and techniques associated with the support of the web site and the development of web content.

Specifies display standards for all web based documents and ensures that submitted documents are in compliance with established standards; converts documents to meet standards.

Writes and edits textual content and performs basic graphic design.

Develops and supports web-based content and applications.

Locates and maintains basic knowledge of technology issues and software to implement and support web sites.

Advises management of Internet technologies and trends; recommends strategies for agency web site planning.

Utilizes technology to provide agency personnel with fast, accurate and secure methods of gaining access to information.

Implements time sensitive updates to web content.

Monitors, updates, and resolves reported issues; follows up with clients to ensure satisfaction with solutions.

Follows up on development issues and/or reported problems to ensure that clients are satisfied with solutions.

Maintains frequent contact with organization liaisons to inform, instruct and support them in their web content development efforts.

Maintains links to outside sites and ensure accuracy and up to date information.

Maintains consistent look and feel of the web site(s).

Develops graphic content for use with web sites.

Communicates problems to management and follows through on each task assigned.

Interfaces with development staff, operations staff, technical staff, and departmental clients and customers on all web related issues and problems.

May be asked to evaluate new hardware/software.

Implements web backup and disaster recovery procedures.

Implements web security best practices.

Conducts user research, wireframing, and prototyping to inform design decisions and optimize usability.

Keeps up on new technology.

Performs other related work as required.

Minimum Requirements

A minimum of 60 college credits and one (1) year experience developing responsive web content and graphics for websites using HTML5 and CSS3, and experience in a Windows Server environment.

OR

An equivalent combination of education and experience beyond a high school diploma or its equivalent and two ( 2) years of the required experience.

SPECIAL REQUIREMENTS:

Knowledge and experience working with the most current released version or the immediate predecessor of aforementioned software, applications, programming languages, web technologies, etc. may be required depending on the hiring needs of the department.

To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or its equivalent, transcript showing at least 60 college credits, Associate's degree, or Bachelor's degree or higher.

*Approved Credential Evaluation Agencies:
Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
