TITLE: DISTRICT GRANT WRITER

JOB GOAL: The District Grant Writer is responsible for securing new funding opportunities through the development of proposals and grant applications which support the vision, mission, and strategic plan of the Belleville Public Schools District. The position will locate appropriate grants for ongoing, current, or future projects and present this information to the appropriate administration. This includes, but is not limited to, researching; identifying; developing; recommending; monitoring; and responding to public and private grant opportunities.

REPORTS TO: School Business Administrator; Superintendent of Schools, or designee

SUPERVISES: Grant Management Consultants (where applicable)

QUALIFICATIONS:
  • Bachelor's degree in business, public administration, or other related field.
  • Master's degree preferred.
  • Minimum two years grant writing/coordinating experience.
  • Working knowledge of Microsoft Access, Excel, PowerPoint, and Word.
  • Basic knowledge of statistics.
  • Must possess the ability to collect, organize, analyze, and interpret budget information, provide budgetary projections, and prepare accurate reports.
  • Superior written and verbal communication skills.
  • Ability to follow oral and written direction of a technical nature.
  • Possess the ability to work independently under minimal guidance.
  • Possess effective interpersonal and communication skills.
  • Must possess the ability to establish and maintain effective working relationships with school administrators and staff.
  • Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.
  • Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education, or, during the initial six month period provide a sworn statement that there have not been any convictions of a crime or a disorderly persons offense in accordance with 18A:6-7.1.
  • Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.
  • Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.
  • Meet such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

JOB FUNCTIONS AND RESPONSIBILITIES:
  • Conduct research to identify new public and private funding opportunities and program areas to match district priorities.
  • Analyze sources to determine possible funding for specific projects and programs.
  • Act as liaison to grant management consultant on behalf of the Superintendent and Board.
  • Work with multiple administrators and departments in the district to identify funding gaps and needs that could be satisfied with grant funding.
  • Gather information from appropriate departments to ensure conceptual understanding of a program for which funding is sought.
  • Locate appropriate grants for ongoing, current, or future projects while working collaboratively with multiple departments and key leaders in the district.
  • Research, recommend, and write proposals and funding applications as directed.
  • Write reports as required by local, state, and federal government, foundations, and other funding/granting agencies.
  • Maintain grant information in the appropriate database(s).
  • Comply with all grant reporting deadlines as required by grant organizations.
  • Serve as liaison to all funding agencies or organizations; maintain contact with funding organization during review of submitted proposal or grant application to provide additional support.
  • Maintain timelines for proposals and report back to funding sources in an accurate and timely manner. Monitor progress of funded proposals to ensure procedures are being followed.
  • Present grant findings and options to district leaders and department supervisors.
  • Ensure compliance with the Belleville Public Schools policies and procedures regarding grants.
  • Model nondiscriminatory practices in all activities.
  • Displays the highest ethical and professional behavior in working with students, parents, school personnel, and outside agencies associated with the school.
  • Serve as a role model for students and staff in demonstrating positive attitudes, appropriate attire and grooming, and an effective work ethic.
  • Participate in appropriate in-service and workshop programs and attends dai1y required meetings.
  • Protect confidentiality of records and information about staff and uses discretion when sharing any such information within legal confines.
  • Immediately notify the appropriate personnel of evidence of substance abuse, child abuse, child neglect, severe medical or social conditions, potential suicide, or individuals appearing to be under the influence of alcohol, controlled substances, or anabolic steroids.
  • Complete and adhere to district mandates as directed by the School Business Administrator, Superintendent of Schools, or his/her designee.
  • Perform any duties and responsibilities that are within the scope of employment, as assigned by the School Business Administrator and/or Superintendent of Schools, and not otherwise prohibited by law or regulation.

TERMS OF EMPLOYMENT:
  • Work year of twelve months.
  • Salary, benefits, leave time, and conditions pursuant to individualized independent contract.
  • Conditions established by laws and codes of the State, and policies, rules, and regulations established by the Belleville Board of Education (N.J.S.A. 18A:27-4 et seq.).

RECOGNITION: This job title is independent of any bargaining unit in the Belleville Public Schools district.

ANNUAL EVALUATION: Performance will be evaluated annually in accordance with AchieveNJ guidelines and/or District Policies and Regulations.
